The Status And Trends Of Financial Support For The New Type Of Rural Social Pension Insurance System

This paper analyzes the theory of the relationship between finance and the rural social pension insurance system. Because of the economic and political factors influence the rural old-age security system has been in a relatively backward state. In the process of the rural social pension insurance system, the government should undertake certain transformation cost. Because, on the one hand, can make up for the impact of the rural pension market failure, on the other hand can improve the level of the whole social welfare. On this basis, through quantitative analysis method, analysis the trend of the financial support for the new rural pension insurance in the next two decades, and put forward the countermeasures to solve the problem. In this paper, the main line is the government fiscal support for the new type of rural social pension insurance system.First, this paper expounds the theory of fiscal support for the new type of rural social pension insurance system. Found that the rural market exist a market failure phenomenon, low level of pension benefits to rural residents, rural residents took on too much social transformation cost. And analyses the real demand of government support for the new type of rural social pension insurance system. Found that the rural population aging problems more and more serious, traditional endowment way already can’t meet the demand of rural residents pension compared with abroad, our country has a lot of place to draw lessons from. Secondly, this paper expounds the current policies and regulations of the new type of rural social pension, discusses the way of government financial support, strength and support, at present stage. Found that financial support for new type of rural social pension is more scientific and reasonable, but the degree of financial support is not enough. Finally, further analysis the necessity of future financial support for the new type of rural social pension insurance system, and by using Eviews7.2software to predict the trend of financial support to the new type of rural social pension insurance system, if under the current institutional arrangements, in the future Central government financial support for the amount of new type of rural social pension insurance system will rise sharply at the higher level, while local government financial support to the amount of new type of rural social endowment insurance system will slow down at the low level. In the final, according to the problems found in the process of analysis, response countermeasures and Suggestions are put forward.
