With the modernization and urbanization process accelerating, the people living in cities want to experience more deeply the country life that is very distinct and simple from city life. People hope to get back nature away from the noise with an unprecedented desire, take off the pressure and release the psychological suppressed, in order to pursuit fresh rural tranquility and the natural environment. So more and more city residents begin to use leisure time for pursuing physical and mental tranquility and comfort in the meanwhile enjoying a rich material life. Under this background, Tujia and Miao nationalities Autonomous Prefecture in Western Hunan (known in Western Hunan Province, the followings referred to Western Hunan) has a advantaged travel tourism resources, such as beautiful natural environment, intense ethnic customs, living conditions of original style and traditional customs of ancient villages, etc. which provide not only a channel for the urbanite to return to nature and rural life and pursue peaceful life-stlye, but also an excellent opportunity for the development of rural tourism in Western Hunan. In addition, it is an important part to develop rural tourism in the construction of socialist new countryside. It is also an important way to speed up the development of urban and rural economy, to realize the industrial interaction and rural areas driven by urban areas. It is a new breakthrough to solve the issues concerning agriculture, countryside and farmers. On accelerating the construction of new countryside, it has great significance for urban and rural development to increase employment opportunities of farmers and rural incomes as well as promote rural tourism and cultural consumption. Accordingly, the theme of the first documents of the central committee of the CPC published for four consecutive years from 2004 to 2007 are of building a new socialist countryside which will put rural areas to a new historical high location, w. It has been proved for many years that the development of tourism can stimulate local economic development, so China National Tourism Administration made the best use of "Rural Tour" in 2006 and launched the "harmony of urban and rural tourism 2007", which greatly promoted the development of rural tourism.Western Hunan is the prefecture of multi-ethnic neighborhoods and mountain agriculture that the "three rural issues " are more prominent, but the domain colorful natural and magic blurred landscape, the famous ancient monuments and a rich ethnic customs constitute a rich Tourism resources for the development of rural tourism resources to provide a rare treasure. Despite a late start in Western Hunan's Rural Tourism (about mid-20th century), the development is very rapid. Rapid growth in recent years is the peak period and drive the fast development of the local economy, increasing income for the region and the improvement of cultural life. But the spontaneous and extensive rural tourism development model resulted in the destruction of the regional ecological environment, social and cultural deterioration, which induced various conflicts among a number of external problems of rural tourism. These problems fundamentally restricted the sustainable development of rural tourism in Western Hunan.In this paper, a study is conducted on rural tourism in Western Hunan, with the economics, management, the combination of sociology and anthropology and other interdisciplinary research methods, discussed the status of Western Hunan's rural tourism development, the aspirations of all stakeholders and existing problems. By using the questionnaire method, the expert investigation method, the analytic hierarchy process and the quality synthetic evaluation method, the sustainable evaluating indicator system of rural tourism development in Western Hunan are constructed, which is carried on measuring the comprehensive level of ShangJiang Town's rural tourism development's in Fenghuang County. The evaluation results had discovered that the ShangJiang Town's rural tourism was in the preparatory stage of sustainable development. Based on the above method's synthesis utilization and related former existing achievement, the development model and the countermeasure suggestion of rural tourism are proposed in Western Hunan's multi-national area.Simultaneously the reference to the rural tourism development of other multi-national area which is similar to Western Hunan are also provided. This study is divided into three parts.The first part is an introduction, including the first, second and third chapter.The research background, purpose, significance are put forward and the research content and technical route are clarified mainly according to current development.. Meanwhile, the document of research result on domestic and international tourism development in the Village were reviewed and evaluated. It also collated and summarized the research related with the concept of this system, including theoretical basis and the more successful international experiences and models of rural tourism development.The second part is the body which includes the fourth, fifth, sixth and seventh chapter. The study mainly focuses on the case of Western Hunan. The specific contents are as the following:The fourth chapter describes the overview of the development of rural tourism in Western Hunan from the basic situation of Hunan.Comprehensive analysis is conducted on the origin of its rural tourism, tourism characteristics, product type and supply of rural tourism development and other aspects of the problems.The fifth chapter studied combined effect of rural tourism development on the Hunan's socio-economic, environment and culture by empirical analysis. On the basis of surveys and market research, the study explored the positive and negative impacts of the development of rural tourism on the Western Hunan's socio-economic, employment, traditional culture and customs, pointed out that rural tourism promoted the development of rural economy as well as impact on the local traditional custom and natural environment.The sixth chapter built an evaluation system for sustainable development in Western Hunan based on the theory of sustainable development and the actual situation in western Hunan,. By evaluating the related indicators found that Western Hunan's Rural Tourism stayed on the early stages of sustainable development. It is obvious that the Western Hunan's Rural Tourism and sustainable development is inseparable from the protection of resources and the environment, economic and social benefits of rural tourism in the coordinated development of hardware and software environment and rural tourism market development empowerment.The seventh chapter proposes the development mode and countermeasures by using the domestic and foreign successful experiences for reference, based on the practical problems of Western Hunan's rural tourism. Five kinds of capacity-based rural tourism development model are proposed for Western Hunan's sustainable development of rural tourism that can take pro-poor development Model to be a leading.The third part is the conclusion that summarized up the discussion on this article and draw conclusions.
