With the deterioration of global environment, the question that what happened to our earth hits our face. Obviously, it is human behaviors that destroy ecological environment, and the nature uses its unique way to tell us that we must start to protect environment. Indeed, among last decades, people pay too much attention on economic development, but the environment change brought by it is ignored. When the significance of the issue is truly minded, the earth has deteriorated badly. The overdose greenhouse gases blew off by human being result in global warming, sea-level rise, decrease of species and so on, which let us have to rethink how to master the balance between economic development and environment protection. Each country in the world is continuously looking for a better resolution, so a common answer comes into people's mind, it is we have to develop low-carbon economy completely. Therefore, China places great role at decrease of CO2 emission. Chinese development is under the condition of globalization, accelerates increase of world economy and commercial trade and inevitably affects the process of global development. It is minded that China need to play more positive and significant role and handle global development issue in the wave of low-carbon.In this text, based on the key point of low-carbon economy, relying on the achievement of ecological footprint theory, sustainable theory and environment ethics theory, the relative concepts of low-carbon tourism is systematically analyzed, the obstacles and problems existed in the development of western rural tourism is found through combining western rural culture and development situation. Meanwhile, the ways of carbon emission and effect to the environment is studied, and so the solutions for developing low-carbon economy are proposed. In addition, for applying theory better into the practice, Shuangliu county in Sichuan province is choosed as the example, because Shuangliu county appears to be the best model in the aspect of developing rural tourism in Sichuan and out, as well as in low-carbon ecconomy. And it is hoped that this can be helpful to research in the future. The whole context is divided in four chapters:The first chapter: introduction. In this chapter it briefly introduces the background, meanings, ideas, methods and creation of this context, and summarizes relative achievement of researching low-carbon at home and abroad. The second chapter: theory research. It respectively finishes present situation of low-carbon theory and low-carbon tourism theory, simultaneously summarizes ecological footprint theory, tourism sustainable development theory and environmental ethics, give research basis to the after chapters'structure. The third chapter: research on west low-carbon rural tourism sustainable development system. In this chapter, based on western resources, it elaborates current situation of western rural tourism, analyzes carbon emission of western rural tourism combining the situation of carbon emission and possible emission way of western areas and propose methods of low-carbon rural tourism development. The fourth chapter: analysis of the example. In this chapter, Shuangliu county is choosed as the example to analyze. From the two items of feasibility and necessity, it analyzes and elaborates implementation of energy saving in rural tourism, methods of realizing low-carbon rural tourism. The last chapter: conclusion and shortcomings.
