Research On The Development Of Ecological Industry In The Forestry Resource-based Cities Based On The Circular Economy

Most forestry resource-based cities in China are implementing transformation at present, among which the core question is their industry development and industry structure adjustment. During this process, it is wise to abandon the high-input, high-consuming and great-polluting extensive development way, avoid from being trapped in the traditional development way which only aims at economic development, realize the ecological industry development and ensure the sustainable development of the forestry resource-based cities. The dissertation focuses on the problem of ecological industry in the forestry resource-based cities from the perspective of the circular economy, which aims at providing suggestions for the transformation of the forestry resource-based cities. This dissertation mainly focuses on the following contents.The first part of this dissertation puts forward the research background, objective and significance, and the research trends home and abroad is researched on. In addition, the research centre and direction are made clear and the main contents, the creative points and research methods are presented.The second part of this dissertation mainly focuses on the theoretical basis of ecological industry in forestry resource-based cities. The relevant concepts of resource, resource-based city, forestry resource-based city, ecological industry and ecological industry in forestry resource-based city are defined. The research scope of this dissertation is provided. The main contents of some relevant basic theories like circular economy, sustainable development theory and forestry ecology theories are introduced, whose guiding function to the ecological industry in forestry resource-based city is introduced.In the third part of the dissertation, by analyzing the circular economic model, the theoretical guidance and orientation selection of the ecological industry in the forestry resource-based cities are provided.The connotation of ecological industry system in the forestry resource-based cities is defined in the fourth part, which is based on the circular economy. The features of the system are deeply analyzed, and the structure of the ecological industry system in the forestry resource-based cities including its main system and its assistant system is built. The function of each part and the operation mechanism in the system is explored.The fifth part analyzes the problems in the forestry resource-based cities from the perspectives of its main system and its assistant system. The problems of the main system of the ecological industry in forestry resource-based cities are analyzed, which is carried out from the fact that the traditional development way leads to the serious environmental problems, the high resources reliance, the irrational industry structure and the low technology. Then the problems of the assistant system of the ecological industry in forestry resource-based cities are analyzed from the perspectives that the management system is outdated, the supporting function of the public management department needs to be strengthened and there is a lack of the technology innovation system and efficient capital input and output system. And the obstacles of the ecological industry in the forestry resource-based cities are analyzed, including cognitive obstacles, cost obstacles, system obstacles and technology obstacles.In the following part, the goal, principles and the way in constructing the model of the ecological industry in the forestry resource-based cities is analyzed, based on which the model of the ecological industry in the forestry resource-based cities is set forth from the perspective of the main system of ecological industry in the forestry resource-based cities.In the seventh part of the dissertation, the supporting systems, that is industry policy, tax policy, law policy, monetary policy and technology policy, for the ecological industry in the forestry resource-based cities are investigated based on the circular economy from the perspective of the assistant system of the ecological industry in the forestry resource-based cities.The final part takes Yichun City as the research subject. The contents mentioned in the previous parts are used to analyze the experience of Yichun ecological industry and the theoretical guidance is provided for the city's future development.
