A Study On Evaluation And Countermeasurement Of Utilization Quality Of Foreign Capital In Guangdong

This Dissertation studies on the utilizing FDI of Guangdong province. Guangdong stands for the advanced positions in Chinese Reform and opening-up. Because of favorable geographic location, Guagndong attracts lots of foreign direct investment(FDI), promoting rapid and sustainable economic development, even forms a factors concentration phenomenon, named as "The Peacock Files to Southeast". Under the international and domestic background of obviously partitioned resource bound and ecology pressure, Guangdong should gives a guidance for the FDI transformation from quantity style to quality style, which is very import for transforming the style of economic increase and improving the increase quality of economic. To estimate the quality of utilizing FDI objectively and accurately is the theoretic and practical basis for the Guangdong FDI transformation. So, this dissertation studies the quality of FDI itself and achievements of utilizing FDI respectively in the view of beforehand and afterwards, meanwhile analyze the achievements of utilizing FDI in multi-angel of industry, region and phrase. Thereon, this dissertation gives some policy proposals and measures for improving the quality of utilizing FDI.As far as research method is concerned, several methods, such as normative and positive analyses, induction and deduction, etc have been applied in this dissertation. in detail, induction is used for choosing index for the quality of FDI itself and achievements of utilizing FDI. As for the quality of FDI itself in Guangdong, statistic method is applied. But for the achievements of utilizing FDI, normative and positive analyses are employed, such as comparative analysis, factor analysis, etc.As far as the content and points are concerned, this dissertation establishes 12 indicators in six aspects, such as the average scale of project of FDI and corporate, the structure of sources and industry, etc., to estimate and compare the quality of FDI itself in Guangdong from 1982-2009. The statistical analysis shows that the quality of FDI itself in Guangdong is not high from the most indicators. From the angle of the achievements of utilizing FDI, this dissertation establishes 13 indicators in four levels, such as economic factor, technology factor, quality factor and institution factor, to estimate the achievements of utilizing FDI comprehensively from the time and sector and region dimensions. Empirical research shows that the effect of FDI on the industry economic quality, technology, management and technology spill-out is less important in deciding the achievements of utilizing FDI, namely, FDI pattern in Guangdong is a style of quantity, not the quality, the role of FDI in narrowing regional economic disparity is limited, the achievements of utilizing is low on the whole.It is very important for transformation of the style of economic increase and improvement of the increase quality of economic development to achieve the transformation from quantity FDI to quality FDI. Guangdong should adjust the traditional thinking, ignoring the quality of FDI itself, to improve the quality of FDI itself, such as some dualistically favorable policy should be made, which underling the quality and shortening quantity, optimize the sources structure of FDI, setting the minimum technology requirement, encourage the abroad enterprises with powerful ability in R&D to flow into Guangdong. At the same time, some measures should be taken, for example, setting up linked consciousness between abroad and domestic enterprises, upper-stream industry and lower-stream industry, improving the physical and institutional infrastructure construction, encouraging the development of complement industry, increasing the mating ability of domestic enterprises, promoting the FDI spill-out of technology, knowledge and management, to increase the achievement of utilizing FDI.
