Government-led reform of the income distribution system, the original intention was to break the inefficient distribution system, change the unfair pattern of interests, promote economic development, and achieve common prosperity. However, the income gap of China is widening, poverty is still prominent social reality and common prosperity contrary to the fundamental spirit. Pattern of distribution of benefits is unreasonable and is closely related to changes in income distribution system. Only a systematic study of income distribution system so as to explore the root causes of the formation of the current pattern of interests, find out the income gap is too large institutional factors.Based on the perspective of government behavior changes in income distribution system in China, the paper indicates that as the main institutional changes, government's actions change the system have a huge impact route choice. The paper researchs the government's behavior beginning from the government's proference, points out that the government preference influences the government's view and the expected results of their behavior; when the behavior of the results fed back to the government, the government is expected based on previous amendments to existing knowledge, and the formation of the behavior of their own choice set; then, the status of the government by virtue of its authority, through the means of ideological education, the behavior of their own choice set gradually the recognition of other social actors, thus forming a total act of choice set, namely "social belief system." New Institutional Economics considers system is born within the social belief system.According to this view, the paper pointed out that the new system to replace the existing system of preferences by the government from the influence of social belief systems.Paper adopts the doctrine of individualism and compromise the overall methodology. In the analysis of government behavior on the assumption that governments have limited rationality. The basic intention is to study and sort development context of the income distribution system reform of China since the founding, in particular since the reform, to study the change of income distribution system from the subject, driving force and path dependence of the reform. From the government behavior perspective, based on New Institutional Economics Theory, the paper discusses the government's stability preference on the impact of changes in income distribution system.To give an experience and empirical research on the income gap during the planned economy period and transition period.The paper constructs the theoretical analysis framework of the Evolution of income distribution system on the base of the Chinese government's stability preference. And researches in China since 1956 the income gap within urban and rural areas, the national income gap, income gap between urban and rural areas, regional income disparities and the income gap between industries of which these gaps are due to the change of income distribution system of our country.Concluds the achievements and problems about income distribution system reform of China, and discusses the inherent logic among economic development, social stability and income distribution in the developing and late-mover country.The innovation of this paper are the following:First, the topic is quite new. The research on the government preference and income distribution system is still relatively rare. While, the research on the income distribution system from the government preference perspective is not found yet.Second, according to New Institutional Economics Theory, constructs the theoretical analysis framework of the Evolution of income distribution system on the base of the Chinese government's stability preference. Particularly in the framework, the paper uses the North's "shared mental model "_to explain institutional change in the momentum.Third, the paper discusses that in the background of economic globalization, as a late-mover country, a large developing country, the inherent logic among economic development, social stability and income distribution.This paper concludes that social stability is of great significance in Late-mover Countries. The connotation of social stability should be dynamic. The problem of fairness and efficiency is linked with economic development, social stability and the key points of income distribution, which to handle the issue of reunification is conducive to positive interaction between the three.
