According to the analysis of key issues'manifestations, factors and typical model's experience, the paper summarizes a new mechanism for promoting rural development of Shandong province. The main conclusions were as follows:The new rural construction was promoted by composite forces, including self-development forces in rural areas, outside forces of urbanization & industrialization and institutional factors in the process of new rural construction. Therefore, the internal driving force, the external driving force and system security forces coordinated the composite forces, constitute the dynamic mechanism of new rural construction. The analysis about key issues above shows that: the overall efficiency of agricultural production, technical efficiency and scale efficiency increase to a certain level, but other aspect that related to modern agricultural development, such as farmland, technology, mechanization level, the degree of organization, and other elements of labor quality are still have large enhancing space of there efficiency. Although farmers'income increased at high speed, the urban-rural income gap continues to expand. Wage income becomes the fastest and most stable source of farmer's income. The greatest contribution of farmer's income is families'operating income, but its'growth rate becomes more slowing and faltering now, also there many kinds of factors result in variation of farmer's income. The public goods scale of rural growth at high speed, and made significant impact on agricultural development. Even though, there is still no mechanism of adequate rural public goods supply, no efficiency supply of rural public goods and lack of structural imbalance between supply and demand. The development gap between urban and rural areas continues to expand, and the urbanization & industrialization's feeding effect achieved remarkable results, but its' feeding efficiency is still not high enough. In the process of new rural construction, some kinds of promoting measures are failure to respect the true wishes of farmers. So it results in inadequate supply of public goods and excessive government involvement in the feeding process, and makes great influence on the effectiveness of the government feeding.The typical patterns of new rural construction include: the driven primarily by the industrialization of agriculture, the village-stock cooperative enterprises, the infrastructure optimization and construction of other rural communities.
