Study On The Questions Of Rural Land Transference In Changle County Of Shandong Province

To Chinese people, the land is the most important event. After half a century war,everything needed to recover and the majority of the people were facing serious problem of food and clothing. Facing such a predicament, the natural land had become the most important issue. China had solved the problem of food and clothing after Land reform, the People's Commune and household responsibility system. At the meanwhile,the land reform entered the new stage. With the convening of the third Plenary Session of the 18 th CPC Central Committee, the problem of rural land transfer has become a hot topic. This paper selects the traditional agricultural county of Shandong province--Changle County as an example. Study on the problems, mechanisms and policies of rural land transfer. In view of the restriction of rural land transfer, such as irregular actions, the lack of policy basis,etc. Put forward to strengthen organizational leadership,strengthen the sound management, establish price guidance mechanism and strengthen policy support.This thesis consists of three parts:The first part is the introduction. From the background, the purpose and the significance, domestic and foreign research status and changes of land reform in China,Changle County of Shandong province rural land transfer issues are explained.The second part briefly introduces the history of Chinese land system evolution,and with an example of Changle County, this paper expounds the general situation of rural land circulation, measures, achievements and the problems.The third part introduces the patterns and mechanisms of rural land transfer in Changle County, and the ideas and countermeasures to speed up the transfer process of rural land in Changle county.
