Research On The Credit Governance Of Supervision Engineers In Construction Market

In recent years, with the rapid development of economic, the construction industry has made considerable progress. However, at the same time, many problems gradually come out. Such as bad credit environment, dishonesty penalties ineffective, inadequate credit system and so on. The supervision engineer is an important participant in the construction field. The credit quality of supervision engineer directly affects the project quality. So it is urgent for us to conduct deep study and advance the credit quality of supervision engineer effectively in theory and practice. Therefore, on the basis of governance theory, with the means of literature review, questionnaires and statistical analysis, reference and learning maturity game theory model and so on, I discussed in depth mainly on the following aspects.1. Based on the nature of governance theory, research and the specialty of supervision engineer's credit, this paper establishes the governance framework of supervision engineer's credit. The framework for supervision engineer's credit will be divided into two parts of internal credit control and external credit control. And timely treatment is introduced into internal credit control and external credit control.2. Under the characteristics of supervision engineer's credit, following the principles of scientific, integrity, independence and operational, through extensive literature search, the paper was supervision engineer and the credit evaluation and ranking factors, this paper gets the assessment indicators and influence factors and their ranks of supervision engineer's credit. Based on the above, this paper designed a questionnaire to identify the key evaluation index system of supervision engineer's credit. And with the fuzzy matter-element model, this paper conduct a comprehensive evaluation of credit and empirical analysis of supervision engineer's credit. The results show that the method is simple, easy and suitable to evaluate supervision engineer's credit. It provides theoretical support for launching the external short-term control of supervision engineer's credit.3. With the support vector machine (SVM) technology, combined with the related characteristics of supervision engineer's credit, this paper forecasts research of supervision engineer's credit, which makes up the limitation that the fuzzy matter-element analysis lack of long-term limits in evaluating supervision engineer's credit. The empirical results show that support vector machines is superior in small samples compared to the general BP neural network, PNN neural network and forecast accuracy is also more accurate.4. Under asymmetric information, this paper studies the affection of salary from the owner to supervision engineer's credit. First, by defining the time of grasping information of supervision engineer, this paper identified different measures for owners to pay salary under the condition that before and after signing the contract. On this basis, the study draws out best salary incentive under the conditions of different time point for the owner and provides theoretical support for supervision engineers to carry out internal short-term control.5. The quality of the project was introduced as a constraint into the owner and supervision contract. According to the information asymmetric relationship of owner and supervision engineer, we establish the remaining equation of the owner's hope and the penalty equation of supervision engineer's dishonesty. Then we analysis the credit control model under the conditions of self-interest maximization of each other, and find the separation zone of supervision engineer's acts to separate the acts of honest and dishonest. Finally, we conduct a numerical case and sensitivity analysis of the relate parameters. Then find the importance of each parameter to the separation zone.
