Theoretical And Empirical Research On City Innovation System

In 2006 our government put forward the magnificent target of constructing an innovation type country. City is the important pivot point in city innovation system, therefore there is of important significance in our construction of innovation country. The research on city innovation system is held in a wild and high regard around the social society. Cultivating independent innovation ability has been raised to the strategic point in the"Eleventh Five-year Development Schedule"of our country. A lot of excellent study on city innovation system have been done and have gained fruitful achievements, but the theory of city innovation system is still not systematical. Hence establishing systematic city innovation theory is the urgent requirement for establishing a modern city innovation system.This thesis is widely applied the theories of industrial economics, regional economics, development economics, industrial geography, economic geography, system economics, management science etc, and based on system science and innovation theory, adopting the methods of systematic analysis, comparative analysis, actual case study ,induction and deduction, classification analysis, combination of qualitative and quantitative analysis, combination of static and dynamic situations, integration of theory with practice, etc. It constructs a tentative frame of theories and policies of industrial innovation system.The content of this paper is composed of three parts.Part 1. The connotation and the structure of industrial innovation system are analyzed. Using the experience of other countries for reference and combining the characteristics of city innovation, the connotation of city innovation system is defined as a systematic network, which support the development of a city, and become an optimization power for optimizing the market requirement and the strategy of a city (area), and hold as innovation sours of regional technology innovation and institution. This paper researches the basic elements of government, enterprises, colleges, institutions, etc, and the structure elements of innovation platforms, innovation clusters, etc.Part 2 .The innovation management object orientation and content theory of city innovation system is put forward. The innovation management object positioning of city innovation system includes innovation ability evaluation, guidance control of innovation management, innovation environment SWOT analysis; based on the structure of city innovation system, the content of innovation management is classified into the three types of technology innovation management, institution innovation management, and environment innovation management.Part 3. Theoretical fruit is applied into practice. The guiding ideology and object of innovation management of Wuhan city innovation system, and the countermeasure of technology innovation management, institution innovation management and environment innovation management were put forward. Policies of increase investment, cultivate innovation talents, establish sharing platform, and promote knowledge transformation for the construction of Wuhan city innovation system are recommended.
