Construction Of The Innovation Policy System Of QSH Science And Technology City

High-tech zone is an important carrier and platform to achieve China's innovation driven development.Promoting the healthy and orderly development of the high-tech zone,enhancing independent innovation ability,is the only way for transformation and upgrading of economic structure in China.In this process,formulating scientific and rational innovation policy system is of great importance.But in the domestic and international research current situation,most studies only focus on one type of specific innovation policy,lacking of comprehensive analysis of the high-tech innovation policy from the system angle.In reality,many high-tech zones perform ordinary after founding,remains a big distance from the target,and need to improve its innovation policies system.This research is based on the important theoretical and practical background,take QSH sci-tech city as the object of a concrete analysis,discusses the innovation policy system construction.This studies has positive theoretical and realistic significance.The paper's main research content includes the following several aspects.First,the typical high-tech zone innovation policy at home and abroad are reviewed and case analysis are made.These experience are taken to guide the building of QSH city's science and technology innovation policy system.This paper selects the typical high-tech zones in the developed countries such as American,Germany,Finland,emerging industrialized countries such as South Korea and Taiwan,as well as in Zhongguancun,Xi'an,Hangzhou,Suzhou,Wuhan and so on as the analysis object,summarize their distinctive innovation policies.Second,it analysis QSH sci-tech city's overall development strategy and industry layout,on this basis,it discusses the defects in the existing science and technology innovation policy in QSH city,and its strategic goals and industry layout's demand for innovation policy system.The following basic conclusions are obtained.First of all,the basic theory and the research status of innovation policy shows that innovation policy should be looked up from the perspective of system view innovation policy.Secondly,typical case analysis shows that the first step of construction of high-tech zone innovation policy system is to meet the requirements of the overall development strategy and industry layout,and fostering subject,collaborative innovation,construction of environmental policy should be priorities.According to QSH,the innovation policy system includes four parts,main body,collaborative innovation policy,environmental policy and regional cooperation.The specific policy measures include speeding up the introduction and cultivation of innovation main body,improving innovation ability,promoting the construction of university industry cooperation,science and technology intermediary service system,the development of venture investment,protection of intellectual property rights,talent service and hardware construction,etc.
