Dalian Ecological Technology Innovation City, Under The Perspective Of The Producer Services Development Model Studies

Producer services have been saved as the internal production services of the manufacturing sector, and then separated out from the manufacturing sector, made the development of new industries. Producer services have many characteristics, such as, international, knowledgeable, innovative, synergic. It is also a high intelligence, high concentrated, and high growing services industry. Producer services are not only the representative of the modernization level of a country or a region, but also the basic driving force of the regional economic development. The development level of producer services determine the dominance capacity of the urban system in the sub-metropolitan city's economic, optimize the urban spatial structure and improve the urban functions. In the 1980s, producer services got a great development in the global wide and attracted extensive attention of many scholars. The last decade, the producer services in Dalian have got a great progress and made many very eye-catching positive results. The eco-technology innovation city focused on enhancing the core functionality of the strategic and global deployments of Dalian have great significance in constructing the producer services industry gathering area, and speeding up the transformation of economic development.This paper studies on the status, content, classification and characteristics of producer services. Through the research we can see Dalian should give priority to the development of the logistics industry, finance and insurance, software and information services. This paper have studied on the interaction between producer services and traditional pillar industries in Dalian, and found that there have high correlation between producer services and the petrochemical industry. In addition, this paper have used the mathematical model of Gray Markov Forecast to research the development trend of the producer services to provide evidences for decision-making, and to improve its accuracy and reliability. Based on the above analysis, combined with the success of overseas experience in Science and Technology Park, the eco-technology innovation city development priorities and development models were discussed, and the corresponding policy have been recommended.
