China's Basic Public Service Equalization Study

Government is the representative and manager of public interests. Two basic functions government must perform are political rule and social management in each country. In modern society, public services plays an increasingly important role, as an principal part of government social management function, to meet people's growing material and cultural needs. To provide quality and efficient service is the premise and basis not only for government to implement effective management of the society, but also of a country's political stability and social development. Therefore, the access to equalization of basic public services would be a promotion to our country in such a great new stage of development.In this dissertation, normative analysis and empirical analysis methods are used to contrast the disparity among differtnt provinces and distticts, together with the equalization gap between rural and urbans. Trough the literature review, the dissertation defines clearly the equalization of basic public services which consistents with the current policy objectives and social reality, and proposed a complete system of standards and evaluation system.The main content of dissertation are six chapters:The first chapter is introduction. It introduces the research background and motivation, and describes the relevant research literature in China and abroad and the progress of the studies, then gives the rational observation and analysis.The second section focuses on theoretical analysis framework of the equalization of basic public service. Based on the literature review, it systematically summarizes the relevant ideological and theoretical basis of equalization of basic public service, and defines the ierms on contents and features, then further clarifies the scope and standards for the supply of the border, specifies the basic principle, objectives and criteria of equalization of public servicesly. Finally, this paper expounds the relationship between the government fical capability and the equal access to basic public service.The third chapter makes in-depth investigation and research, takes education compulsory in our country, medical and health care, social security and public safety four public service weak link as the breakthrough point, to promote the equalization of public services practice. Through establishing a comprehensive, objective and accurate evaluation system, it aims to evaluate the effectiveness, the gap between groups and the main problems.The fourth chapter is fiscal capacity analysis of the equalization. This chapter makes in-depth analysis of the equalization of basic public services, financial capability of the necessary conditions and realistic financial capacity assessment based on the equalization of basic public services, the reality of fiscal capacity and standards focus on the financial capacity analysis carried out.The fifth chapter expounds the international practice and experience of equalization of basic public services. It mainly make in-depth comparative analysis on developed countries in basic education, public health, social security and other international practice and implementation aspects of equalizing transfers conducted, and then summes up some valuable experience for our country to achieve the equalization of basic public services.The last chapter provides the policy choices to realize the the equalization of basic public service. On the basis of above studies, considering the realityand the difficulty factors of equalization in our country, it puts forward a number of route to choose Meanwhile, it provides other supporting policies path selection and dynamic balanced development described in detail to process the equalization of basic public services.
