In China, it has been recognized that the public projects performance problems are important to the regulation or good governance.Conventional research subjects regarding with public project performance are performance audit, assessment or improvements of management performance which has emerged recently. Using a formal dialectic method of problem genesis, a hypothesis has been framed to direct the thesis. The hypothesis is: the reduction in LCC, i.e. Life Cycle Cost is a vital approach for enhancing the public performance, yet, in China, the LCC technique has not been accepted widely on the public projects and the issue related to LCC use extending has not been considered by previous researcher and is a new research category. The purpose of this thesis is to explore facilitating use of LCC by investigating the mechanisms for driving LCC techniqueextending on public project and using Multiple Case Study ( MCS )methodology.which is employed to derectly address the research problem and achieve the study's objectives.A model for Driving LCC Techniques Extending as developed in this research presents the interaction within 18 driving factors by a MCS approach. These factors are derived a priori model that is based on both supply & demand function, an economics analysis framework in which the predicament of LCC techniquesextending is relayed to the reduction of supply & demand relevant to LCC-orienteddesign products.Using a'root structure', a study framework as developed in this thesis, it is demonstrated that the variety of LCC Analysis (LCCA) path is an essential feature of LCC technique. Taking LCCA'Cost-Effectiveness'into consideration, a criticaleffort to drive LCC extending is rather LCCA path customization and then unifiedapplication within industry than unifying firstly. There is an organizationalcharacteristic called'multi-projects owner'on the public project, and this is an advantage by which facilitating use of LCC technique continues well than general project with'one-project owner'. Through MCS approach, the finding above is examined.A new LCC reduction approach as developed in this thesis is multi-control-based LCCA integrated model called'Pre-LCCA'. Some LCC risks caused by the functional defect from design alternatives can be controlled by 'Pre-LCCA'path rather than conventional LCCA path. A preprocess sub-model in which four dimensions of functional defect are combined, and can be used to identify and preprocess the Public Project CBS for the design optimization. The CBS is a combinatory Cost Breakdown Structure that is based on famous Blanchard model, and is integrated with 5E performance thinking of the public project.The significance and feasibility of'Pre-LCCA'is examined through MCS approach.
