The grain issue has vital bearing on the nation's economy and the people'slivelihood. It is the top priority of the survival and development of the human society.The old saying,"Food is the first necessity of the people", to a certain extent reflectsthe basic position and the important strategic position of the food industry. Therefore,the food industry security and security policy have bearing on the political andeconomic situation of any countries. Food security is a basis guarantee of thecountries'stability, social development and economic boom. China is a largeagricultural country which has a population of 1.3 billion and 8 million farmers. Thepopulation of China is 21% of the world's population while the resources of China are7% of that of the world . This means food security is particularly important in China.Food security is the foundation and prerequisite for national stability. In this situation,the systems analysis of the food security issue and the effective research on it are ofgreat strategic importance and have practice people's livelihood significance.In this dissertation, the topic is about the food security of China. First, thedefinitions and the scopes of"food"and"food security"are given. That food is thesocial public goods with a special property is the cause of the food security issues.Then, the statue and the conclusion of the research on the worldwide food securityissue are studied. Based on it, the existing research models and methods are analyzedand the weakness of the models and methods are worked out.Four main objectives are given under the premise of the full investigation ofhistorical research and the background of China's national conditions. As theimportance influence of the demand factor on the food security issue is ignored in theexisting traditional research conclusions, the system model of supply and demandbalance for China's food security is proposed. In this system model, four main factorsthat the demand, supply, market, reserve in the food security issue are considered, andfour main subsystem model are proposed. On this basis, the comprehensive evaluationindex system of China's food security issue is given. In the four subsystems ofdemand, supply, market, reserve, the recent index data of China are selected andinputted. The safety performances of the subsystems are evaluated. During theevaluation, the main analysis methods of China's food security comprehensiveevaluation system are studied. The principal component analysis method is applied in the subsystem. The key factors that affect the subsystem security and China's foodsecurity issue are summed up.As the grain reserve is a key factor in the food supply and demand balancesystem, the establishment of the optimal economic model for the grain reserves iscritical. In this dissertation, based on a overall analysis of the grain reserves cost andgain, the optimal economic model of the grain reserves is established.Based on the above analysis , considering China's basic national conditions aswell as the recent evaluation index system for China's food security issue, the policyrecommendations for the construction of China's food security system and theimplementation of the task are proposed.
