The complexity of the emergencies in the new ICT environment put forward higherrequirements for the collaboration response of the emergency organization. Emergencies whichjoined the coupling effect of the information network need the ability of the collaboration of theemergency organization more agile. So how to make a high-performance emergencyorganization which could meet the technical and functional, the scope and size requirements ofthe emergency management and how to make a rapid adjustment mechanism of the emergencyorganization to deal with emergency problems accompanied with the evolution of theemergencies basing on the support of new ICT can be the key factor of the success of emergencymanagement under the new environment.In this thesis,the emergency-cloud which could adjusted according with the requirements ofthe emergency was proposed and the agile coordination mechanism of the emergencyorganizations in the cloud environment was studied to solve the problems of the evolution of theemergency management in the new ICT environment. This study of the content and innovativework in:(1) Propose a new emergency management organization model: emergency-cloudA new model of emergency management organization which has online agile responsecharacteristics was proposed combined with the needs of emergency organizations and theservices support in the new ICT environment. The architecture, service mode of theemergency-cloud was analyses and the operation mechanism of the emergency organizationsunder the cloud environment was discussed.(2)Construct the structure of task-oriented emergency organization under theemergency-cloud environmentThe structure which is adapt to the online, real-time emergency respond and supporting foragile collaboration of task-oriented emergency organization was constructed combined with theidea of integrated mobilization mode of the existing emergency response mechanism to abandonthe corrupt practices of the fragmented collaboration of tradition emergency organizations. Andthe factors affecting the constructing of the structure of emergency organizations were analyzed.The cooperative and command decision-making relationships were analyzed in the new emergency virtual organizational structure. And then, the dynamic structure of the emergencyorganization of the event-based chain was build.(3) Propose agile organizational governance mechanisms based on the relationships of task-organization-serviceThe main advantage of organization collaboration of emergency-cloud is their organization'sonline agility.The performance of online agility of the emergency response in emergency cloudenvironment and its demand for services versatility was analyzed from the situationaladaptability, reconstruction efficiency and execution effective. The requirements of servicesperformance to support emergency response organizations agile collaboration was provided fromthe perspective of organizational coupling relationship depending on the process of tasksequences. And the governance mechanisms for implementing emergency service underemergency-cloud were Discusses.(4) Propose the mechanism for building and rebuilding the task-oriented managementprocess of emergency organization.On the basis of analyzing the mechanism for coordination in the emergency organization,the process of building the emergency organization was proposed. After analyzing the majorproblem in emergency resources planning, optimize the combination of emergency resourcesand rebuild the process of emergency coordination. And then researching the mechanism ofrebuilding emergency organization as they changed with adding, modifying, exiting in theemergency tasks and the emergency resources.
