| Corporate Social Responsibility (CSR) is a generally concerned topic in the field of theory and business currently.The transforming China is going through a period,which is on the one hand full of opportunities of social development,and on the other hand filled with the possibilities of the outbreak of social contradictions.With the globalazition perspective, this paper is to provide a theory system and ways of practice of social responsibility of Chinese state-owned corporate,which is based on the study on the modernization process of transforming China and the growth logy of social responsibility of the state-owned corporations,and also on the comparative analysis of social responsibility of corporations in the different cultures like Chinese and Western traditions, therefore demonstrates the social equity and justice in the process of promoting modernlization,achieves the social development and the reasonal reconstruction of socia structure,improves the life quality of "social people",and also realizes the good interaction and dynamic unity between the self-value and social value of corporates.This paper makes a summarize on the theory and practice of the Social Responsibility of state-owned enterprises in the period of transforming and the process of promoting social modernization.On this basis,combined with the national conditions in China and the social responsibility reality of the state-owned enterprises (the China Petrochemical Corporation, for example),this paper discusses the Chinese characteristics, the value target, the meaning boundary, the implementation mechanism, the relationship orientation, the principle path and the action outlooks of the social responsibility of Chinese state-owned in the comparison with Western countries on the promotion of social responsibility movement and the practice of social responsibility.Under the theme of highlighting social justice, promoting scientific development and building a harmonious society,the paper focuses on realizing the dynamic unifiy and effective interaction between the enterprise value and national values, individual values and social values,the former of which services for national strategy,contributes to social progress, strengthens the economic base and achieves sustainable development.Business is an integral part of society, and enterprise development is inseparable from society. To create economic benefits is the primary purpose for the existence of business enterprises, but companies must be engaged in business activities within the laws and institutions.In addition to economic benefits,companies must conside the interests of other stakeholders,and take social responsibility for workers, consumers, environment, community and other stakeholders, Taking social responsibility is the right for companies to give feedback to society and achieve sustainable development, moreover,it is an obligation.Based on the trends of business international development and the needs to promote the social modernization, State-owned enterprise shuold be people-oriented, scientific development,and take resiposililities for stakeholders (shareholders,responsibilities and rights of people, customers, employees, suppliers business, finance, insurance companies, unions, business partners, government, media, NGOs, etc.) and the whole society to achieve sustainable development of enterprise and fully development of society.This kind of social responsibility takes promoting social development and shareing social outcomes as its basic strategic vision,has social structure reasonable and social mobility in order as its practical guidelines, and makes social life happy and respecting for individual lives as its value aim.The social responsibility of state-owned corporate contains not only the shared responsibility shared by general companies,but also the specific responsibilities fulfilled by state-owned enterprises.Corporate social responsibility bear in the West, and accompanyed with the modernization process of Western countries.Stakeholder theory, social contract theory and the theory of global corporate citizenship provided the main theoretical guidance for the practice of Western corporate social responsibility.Meanwhile, the exploration of labor rights protection movement, movement of natural resources and environmental protection, consumer protection movement,and practice from the relevant international organizations and governments also laid a solid foundation of practice for corporate social responsibility theory.For the state-owned enterprises in China, inheritance, breakthroughs and innovation strengthen the theoretical foundation of corporate social responsibility; business, government and society have their own responsibilities and establish the practice mechanisms for corporate social responsibility; multiple subjects work together and generate the real protection of corporate social responsibility.All above are useful references for promoting state-owned social responsibility.After the economic social responsibility period, economy society responsibility period as well as the two integration of the period about China's social responsibility of the enterprise,the Chinese state-owned enterprise society responsibility is almost formed.
