In engineering project management, index has become one of the effective means of project management, whether in the project problem analysis or in the judgment of project decision-making. However, it exists many problems that have not been effectively solved from the index utilization perspective, which is not conducive to scientifically normalize the researching method and efficiently solve the practical problems of the engineering project, either. Therefore, how to put forward scientific, reasonable, standard, effective project management index extraction rules and patterns become a fundamental theoretical problem that is well worth studying and solved in project management. Aiming at this problem, this article made an in-depth research on the index issue with the related disciplinary theory as the guidance. The main research contents include:(1) It preliminary probes into the issue of scientific acquisition of information, scientific identification, screening, sorting and collating of the acquired information based on the functional analysis of the concepts, such as information connotation, categories and characteristics through the Classification analysis to the investigation result of the engineering project information. On this basis, it made an empirical study to the content of collecting principle of information, preliminary preparation and collecting method of information with the information acquisition of a scientific researching program as an example.(2) It could be deduced that any occurred surface problems are closely related with the inherent components and its implementation process. Such a kind of relation embodies on relevance with the environment, and meanwhile is dominated by these factors and process, which indicates that the surface problems of the program are closely related with its surrounding environment of that stage and possessed prerequisites, and more importantly,relevance of this surface problem hints and warns the program administrators. Getting acquainted with and mastering the regularity of the research object should be the very forward step to achieve the goal of effective management and propose the efficient management index through the classification and characteristics analysis of the surface phenomenon of engineering projects. Only in this way, the proposed index would own the feathers of pertinence and effectiveness. (3) It comprehensively analyses the surface problems in the perspective of information theory, knowledge program, logic reasoning, and etc, and meanwhile proposed a new method that how to reduce and analyze through characteristics and parameters to the research object during the reduction and characteristic researching process toward the surface phenomenon of the engineering projects. It explores a new visual angle for analyzing and researching this sort of problems and provides a new approach to efficiently solve this sort of problems.(4) A convertible relation model between parameter and index was deduced according to the mapping and relation set related theory with the set theory as a guidance and characteristics and parameter of the surface problem of engineering program as a basis. According to this model, structured system of the engineering project management index was preliminarily set up.(5) An index standard and its weight determination method that closely integrated theory with practice was proposed, aiming at two vital research contents of the management index, standard and weight during the management index researching process of engineering project management from the perspective of engineering project practice after exacting and determining the index of engineering program.
