The performances in the human economic activities or phenomenons are generally characterized by both the growth rate up and down for time and cluster distribution in space.The economic growth and agglomeration hold the important position equally, as "the two sides of the same coin".The economic growth theories are often domaint in the development history of mainstream economic theory and has been formed a relatively complete theoretical system. While due to the constraints of the spatial factor complexity and the limited level of human understanding and computing technology, although there are many scholars engaged in this research, but still not form a relatively complete framework of theory system, the whole study on the economic agglomeration lacks integrity and system.To explore the cause and formation mechanism of the "massive economy",the new theory system is much appetite to support it.Until 1990s, the spacial economics theory developed by Krugman,which based on the assumptions of increasing return in scale and imperfect competition,brings the spatial factors into the analysis framework successfully, explains the formation reasons theoretically, illustrates the mechanism of the agglomeration economy systematically.With the rapid development of spacial econometric theory and methods,which also provides a powerful technical support for the empirical study on the theory of economic growth and agglomeration.After the new China was founded, especially since the reform and opening, under the influence of the national adjustment of macro regional economic development strategy, the evolution of China's regional economic growth and agglomeration has experienced three major revolutions.But more than the existing studies with the qualitative analysis method, it is difficult to position the turning point accurately and the conclusions lacks in objectivity and comparability.Therefore, we need to choose the suitable methods for the study on the growth and agglomeration more objective and quantitative. By the quantitative analysis results and positioning the turning point, evaluate the regional development policy effect, validate the development law of growth and agglomeration and explore the function mechanism and effects behind them, which has a strong reference to the policymakers.This paper attempts to analysis the evolution process of the regional economic growth and agglomeration after the foundation of new China, by the use of methods of global and local clustering analysis.Through the theoretical assumption about the relationship between the regional economic growth and agglomeration,generate the mathematical expression of function mechanism between them, by introducing the influence factors and function mechanism, construct the spatial econometric models for the empirical analysis, calculate the direct and indirect effects of all factors from the parameter estimators of the model regression results, in the view of short and long term range respectively,explain the influence properties and extent of our country's regional economic growth and agglomeration, draw the conclusions and provide the relevant policy recommendations.Firstly, we analyse the spatial pattern of the evolution process of the regional economic growth and agglomeration in 1952-2008,by the use of global and local cluster analysis.The process of China's regional economic growth and agglomeration experienced three major change:the first period is from the First Five-Year Plan to reform and opening, the advance of Third-line Construction made the gravity center of our country's economy development and agglomeration level move to the Third-line regions from eastern coastal regions gradually, the interregional differences of economic growth and agglomeration appeared the convergence situation, but the efficiency of resources spacial distribution is low.The second period is from the reform and opening to the late 90s, under the guiding of development thought "giving priority to efficiency with due consideration to fairness",the eastern coastal region realize priority development, the regional economic growth and agglomeration concentrate to the eastern coastal regions quickly, the development gap in east,central,west regions widening.The third period is the west development in 1999, northeast old industry base revitalization in 2003, the rise of the central region strategy in 2004, promoting the coordinated and equilibrium development of regional economy is the fundamental key in this period, by the end of 2008, the spatial concentration levels of China's regional economic growth and the agglomeration has eased to rise slowly, interregional development gap gradually narrowing,policy implementation made satisfying results.Secondly, by reviewing on the basic economic growth and agglomeration theory and literatures, this paper introduces the relationship and mechanism between the regional economic growth and agglomeration. By loosening the limitation of initial theory assumption, analysis the relationship between regional economic growth and agglomeration in special to general process.This paper demonstrates this relationship as an undetachable unification, growth is the growth in agglomeration process, agglomeration is the agglomeration in growth process.In the process of influence mechanism modeling, the types, quantity and complexity of function mechanism between growth and agglomeration is different, as the different amount and type of factors in space and time contained in different models, so the different influence factors X play different role and contribution to both regional economic growth and agglomeration through different function mechanism, direct effects of factors X work on the regional economic growth, indirect effects of factors X work on the regional economic agglomeration, total effects play comprehensive effect on both regional economic growth and agglomeration. Through the analysis in general to special, simple to complex process, deduce the mathematical modeling and formula of the factors X's mechanism and contribution played in the regional economic growth and agglomeration in different models, provide the theory basis for the empirical analysis.Finally, consider the function mechanism of the spacial interaction effects, by the application of static and dynamic spacial panel Durbin model mainly, emphasize seven factors of China's provincal regions during 1990-2008 years, such as physical capital, human capital, FDI, R&D, urbanization, the non-state-owned economy, the industrial economic scale, carry on the empirical analysis about the influence properties and extent on our country's regional economic growth and agglomeration from different factors in short and long term range respectively. In the long term, regional economic growth mainly rely on the physical capital, but human capital, urbanization and industrial economic scale, still are more prominent role, the effects of the non-state-owned economy factor has not yet been fully revealed, FDI and R&D variables play a negative role on the regional economic growth. In the regional economic agglomeration, physical capital, human capital, urbanization variables are the most prominent role in promoting it, FDI and industrial economic scale is relatively weak. R&D and non-state-owned economy factors play a negative role in promoting the economic agglomeration. In the short term, physical capital, FDI, the R&D, non-state-owned economy factors play the most positive role in promoting both economic growth and agglomeration. Human capital, urbanization, industrial economic scale play the most negative role in promoting both economic growth and agglomeration.Through the analysis of model results, we put forward relevant policy recommendations.
