Organization Research Of China's Rare Earth Industry

Rare earth materials are playing a more and more important strategic role in thehigh technology and sophisticated national defense technology,transformingtraditional industries all over the world. The rare earth products are divided into rareearth raw material products, rare earth deep-processing products and rare earthfunctional products.The rare earth resource has a unique advantage in our country. The resource hasgreat variety of goods, concentrated distribution and comprehensive utilization of highvalue. Our country's reserves of rare earth account for a third of the world reserves. Atpresent, China has become the largest producer of rare earth on international exporterand application consumer.At present, our country's rare earth industry presences low organization structure,low industry concentration, and low and middle-end products in industrial chain,inadequate of strategic reserves and serious problem in energy conservation andenvironment protection. This shows that China is a big country of rare earth, but it isnot rare earth powers. It is the kingdom of rare earth resources, but not the king of rareearth industry.This article is in order to explore the inner rule and contact in our country'sindustry organization directly. Rare earth industry in our country were affected byresources of policy, market and other factors. And itself has strategic features. So ithas significant differences with other general industrial organizations. Thischaracteristic requires us to sublate foreign industrial organization theory. Throughsummarizing and comparative analysising industrial organization theory of varioustimes and different schools, on these foundation, learning from their expertise andcombining the current situation of our country's rare earth, we propose the newparadigm of China's rare earth industry organization research. In order to carry onresearch in China's rare earth industry organization, it specific divide into three majormodules, mainly including REP,SCP and CCP three analysis modules.Based on the previous research, we choose the China's largest rare earth industrybase as research object in Baotou of Inner Mongolia. Verifing the research paradigmof feasibility and suitability in specific areas.Finally, this paper puts forward policy suggestions in rare earth resourcesmanagement regulations and policies, rare earth industry structure policies, technicalpolicy, industrial organizational policy, industrial lay out industrial policy, industrialtechnology, industry security, and the pgrading of the industrial policy aspects.
