Traditional TOT management model's main defect was study limitations in some respect. Therefore, in recent years, people for project financing management research TOT, emphasize more from the point of view of integrated analysis. Based on public infrastructure project financing structure, TOT operation mechanism and function, people set up integrative TOT project financing integrated management system. The system can ensure project financing structure in TOT, running mechanism and function of the continuity and integrity, make TOT to maximize efficiency of project financing.The article considers the TOT system of the profit public infrastructure as a complex system. And on that basis, we used the theory of public goods, public infrastructure privatization theory, project distinction theory, project financing theory and integrated management theory and the case study method in the research. At the same time, the article paid close attention to the structure, function and operating mechanism of TOT financing. The article finished work including:First, the article analyzed the meaning of the "profit public infrastructure" and the profit and non-profit transformation. In fact, only profit public infrastructure can be applied to the TOT financing models. The article stated the limitations of the current study on TOT through the analysis of the research status and analyzed applicability and superior of the use of TOT in our country.
