But with the development and progress of society, rely on the state is far from being able to meet the huge demand for investment, building public infrastructure in the high input, high consumption of resources and low efficiency, has become a worldwide problem.Owing to rapid economic development, the existing infrastructure has been far from adequate to meet the demands of national economic development.
