Study On The Quasi-profit Infrastructure In The Cities Of Guizhou Province Use PPP Mode

Our urban public infrastructure is a prerequisite for the survival and development of a city. And it also play an important role in our life. With the acceleration of urbanization in our province, urban public infrastructure investment demand increase rapidly. But, the traditional financing channels of urban public infrastructure construction have become unsustainable. It mainly has two reasons. On the one hand, the state has adopted strict macroeconomic regulation and control measures about the government land revenue. It make the government land revenue decrease rapidly. And the sharpening contradictions between the government revenue and expenditures make the things worse. On the other hand, the state has severely limit the local government debt financing. Government and the mode of social capital cooperation(PPP, PPP mode) seized the key which linked in the urban construction financing demand, soluted three problems effectively and has been widely used in the field of public infrastructure:urban public infrastructure in the government financial burden,the channel of investment is too narrow, and project investors risk sharing problem. Because of the large number of project participanting in PPP mode, the operation mode of concrete projects is complex and the risk income distribution is unreasonable, there are still many difficulties in the application of project practice. There are especialy still three problems in our province: the risk sharing mechanism of the project is not perfect, the lack of risk based distribution mechanism, the government supervision mechanism is imperfect and so on. Therefore, it is meaningful and plays an important role in promoting that private enterprises of our province participating in urban infrastructure construction: strengthen study on the risk allocation of PPP, establish perfect risk sharing system, clearly based on the risk sharing project measures for income distribution.This paper,combining the development of PPP mode in our province, analyzes the content, running program and their advantages and disadvantages of the operation mode of BOT project in PPP mode. Then the paper analysised the problems existing in the practice of BOT projects in our province, and pointed out the problems of main risk sharing is not reasonable, and revenue distribution mechanism which is in the lack of risk sharing, combined with our province actual project case of our province PPP model risk sharing mechanisms and risk sharing revenue allocation mechanism based on the construction. At the same time, it further promotes the application of the the necessity and feasibility of PPP mode of infrastructure construction in our province.This provides a reference for the future establishment of a risk sharing mechanism for the province PPP project and risk sharing mechanism of income distribution.
