In recent years, Hypermarket in Taiwan in the rapid development of a business type.Nowadays the local hypermarkets are facing strong competitive pressures resulting in the international large-scale hypermarkets enter Taiwan. Business strategy managers have to follow the operation environment and the increasing pressure of competition to adjust their business strategies for the largest profit. The issues of strategic alliances constantly applied in the operation environment; however, there still have much instability. The main purpose of this study is to apply an analysis mode as a selecting criteria to reduce the diffculty of integration and achieve a solid relationship. Based on transaction cost theory and information technology integration, the study builds the analysis mode for analyzing cooperation difficulty of the strategic alliance. With this mode, the key factors of the difficulty, when processing the strategic alliance, should appear. In the study, Fuzzy Preference Programming is combined with Analytic Network Process as the methodology. The result shows that the key factors are "the other party alters their move recklessly in order to get other benefit,""there is significant motivation to take advantage of the regulations or terms which are not executable,"to meet the specifications with quality standards,""accurate assessment of results,""clear division of responsibility for problem solving,""need to develop SOP","establish a clear relationship," and "play respective roles appropriately." The strategies for overcoming the cooperation difficulty of strategic alliance are developing a single formation, implementing the cost leadership strategy, ensuring quality service, practicing multi-store development, developing both self-built and merged stores, strengthening the commodity supply system, improving the membership relations, connecting retail marketing, and enforcing internal management.
