Chinese Rural Infrastrucre Construction Financing Problem Research

After30years of reform and opening up to the world, China's economy has made a tremendous difference and made remarkable achievements, with significant increasing in economic aggregate and per capita income levels. Rural infrastructure construction and the level of public services has been greatly improved, but there are still incompatible with social and economic development aspects of investment in rural infrastructure.There are some problems that happen generally, such as lack of supply of rural infrastructure and low quality of service issues.Some deep-rooted contradictions which limit economic growth and farmers' income in rural areas have not been resolved, affecting the speed of the new rural construction. Study of rural infrastructure construction financing in the new period has important theoretical and practical significance to sovle many problems, such as Farming Issue, narrowing the gap between urban and rural areas and transformation of the political system and government functions. The study of rural infrastructure financing deepens the relationship between infrastructure and capital flows and even laid the academic foundation for promoting rural infrastructure and the research about the interaction of the regional capital flows to the coordinated development. And it can also add new factors to political science, economics and any other disciplines, bringing a certain amount of academic inspiration to rural financial management and rural planning. Meanwhile, it is not only the needs of the current development plan but also the needs of government reform, important platform that makes the development of construction of new countryside successful,the elimental conditions of improving farmers'living conditions, fanners' happy index and building a harmonious society, the point of integration of development of agricultural production, increase farmers'income, expand rural domestic demand and stimulate economic growth, can effectively promote the comprehensive development of rural political, economic and social.Under the backgroud of economic globalization, it's mainly based on the ability to generate sufficient investment profit margin to gain the adequate capital stock and then the problem becames into the size of the rural infrastructure investment profit rate. Therefore,in the infant step, the paper is to analyze the current situation of China's rural infrastructure to find the main issues and influencing factors in order to verify the arguments put forward by the research; and then is to summarize the characteristics and analysis different types of rural infrastructure to establish different types of infrastructure financing models, structures and mechanisms in accordance with varying degrees of investment margins rate; the last is to provide decision and countermeasures support for the new socialist rural infrastructure and countermeasures. Therefore, on the basis of comprehensive analysis of domestic and foreign research, we firstly define the concept of rural infrastructure and rural infrastructure financing and deeply analyse the characteristics, content and type of rural infrastructure. We use the profit rate of investment as a divided scale to classifing the types of rural infrastructure project financing:a continuous profit stream for-profit facilities; intermittent stream for-profit facilities; non-profit facilities. Secondly we summarize foreign successful experiences to compare with our current situation, problems and causes; different funds sources from the entities of investment make the various financing means complex, the paper from the point of view of investment entities' behavior3kind of financing methods reseach for the specific means of financing. Because of different means of financing which determine the diversity of financing structure, the paper research each of the structure of the financing models. Multi-channel process and funds of different ways imported to rural Infrastructure area will form the various elements in the financing system. In order to make the processes and methods of the interaction between the elements and participants of economic behavior adapt to the status of financing of rural infrastructure, the paper proposed financing model and analyse their own advantages in rural infrastructure construction. That is on the basis of each definition which is contained in specific facilities.And then we propose the principles that must be followed in current project financing model. According to this, we analyse a combination of various types of rural infrastructure project financing mode and the operation of them.What followed is the deep research of the financing system formed with all of the3modes, which combine a number of cases analyzed to determine the specific combination of different types of financing models structure. Rural infrastructure will eventually perform financing function to project object, which reasult in the risks that must exisrt in financing process. The paper also makes an analysis to different types of project financing risk, and finds specific management methods, along with an example of empirical research. Finally, the article makes innovation decision support recommendations and countermeasures to the new rural infrastructure financing.
