Research On The Financial System Of Agriculture Integration

Agriculture integration, which has the advantages of specialized production, territorial arrangement, integrative operation and socialized service, is an important system for China to take apart in the international competition and develop agriculture, therefore, it is the necessary option to develop and reform rural economy.However, an insufficiency of funds has blocked developing of agriculture integration. The dissertation has researched how to satisfy financial demand of different parties during the course of agriculture integrating, and analyzed the financial supply system and its operation deeply, and tried to establish a rural financial system which can promote agriculture integration and rural economy.The dissertation has analyzed the financial demand of the parties of agriculture integration, who are farmers, cooperatives and leading companies, and researched on the financial instruments suitable for them, and designed an appropriate and reasonable financial system with the characteristics of combination of commercial finance, cooperative finance and policy finance in terms of the demand of agriculture integrating starting from the situation of financial system in rural area of China.Firstly, it has analyzed microfinance serving farmers and mini-size companies who are weak in raising money, and researched on the framework of microfinance institutes, operative mechanism of loaning and some existing problems to be solved, and put forward some advice on ameliorating the circumstances, the inner mechanism and the information supervising system to keep the sustainable development of microfinance.Secondly, it has studied the characteristics, the functions, the applicable fields, and the technique of project financing, and the obstacles of the instrument, then brought forward countermeasures.Thirdly, it has given some advice on establishing the multiplayer financial markets on the basis of analyzing the financing status of leading corporations on the stock markets, banking loan markets, corporate debenture markets and produce futures markets, and drawn a conclusion that it is necessary to reform the policies and improve the relevant circumstances.Fourthly, the dissertation has researched on how to establish the modes and undertakers of policy finance of agriculture integration, and given a proposal thatthe loans of the Developing Bank of China, the agriculture mutual fund and agricultural insurance should be the main modes of policy finance. And the author argued that it was necessary to improve the service of the Developing Bank of China through lawmaking, broadening service fields and sources of fund, improving management and refreshment mechanism, and government should employ the agriculture mutual fund to heighten the efficiency of policy finance. Following this the writer deemed that a efficient and effective agriculture insurance system should be a tier system including policy agriculture insurance institutes, commercial ones and cooperative ones.Fifthly, it has analyzed the ownership, management system, distribution system of credit cooperatives and foreign cooperative credit system, and then given suggestions of changing the ownership of rural credit cooperatives into limited companies to enhance its function in the course of the agriculture integration. It is the fundamental way to establish the really cooperative credit system to formalize and cooperativize the informal folk finance.Finally, the dissertation has employed a brand new model to value the performance of regional agriculture integration that is a way to value the weight of every criterion automatically in terms of information entropies from points of view of the demand, supply and exterior circumstances of financial system of the agriculture integration, in the hope of contributing to rationalize the system. On the base of development of agricultural integration at present, from the view of macroeconomic point, the dissertation has made suggestions to improve the financial system of agriculture integration in China.
