The Study On The Development Model Of Regional Circular Economy

Circular Economy (CE), which is regarded as a new economic mode for enhancement of resources and ecological environmental performance, has been serious concerned than ever before in China. CE is an ecological economy in itself, and a practical model to promote sustainable development. CE puts emphasis on the harmonious development of economy and eco-environment. A new economic way, i.e. feedback economic operational way featuring a resources-to-products-to-regenerated resource was put forward in CE.CE is a scientific development concept. It gives attention to achieve harmony of common benefits between society, the economy and the environment. CE features making better use of resources and energy, minimize waste discharge, and the 3R principle: Reduce, Reuse and Recycle is the essential. The aims are to obtain the most efficient and recycling utilization resources with the smallest resources consumption, to achieve minimizing waste discharge and ecological rules complied by human economical activities, to make the coincident between economical actives and materials recycling rules of natural ecosystem, to come true "win-win" of economy society and eco-environment at last.Following the Researches starting with the three phases of human society development, eco-environment problems caused by the development of economy and society since industrialization were deeply analyzed. It is can be pointed out that China has the largest population in the world, and relative low amount of resource occupation per person is main restrain factor for the strategy on achieving sustainable development of economy and society in our country. Therefore, developing CE and constructing economizing society is the path to realize sustainable development of economy and society in our country. As a represent form of economy developing mode, they are required more benefits created in economy, maintaining ecological balance in environmental protection, more new industrial field brought in society to increase job opportunities. Thereby, the sustainable development of economy society is kept.Through the analysis and comprehensive assessment of developing CE, the method and evaluating indexes had been studied. On the basis of analyzing Material Flow Account (MFA) in Japan, MFA and its indexes in scale of region in China was studied, taking Chengyang District of Qingdao as an example. According to above results, development model and strategy adapting to China were pointed out.In the paper, six parts of context were studied. First of all, starting with the relationship between economical development and ecological environment after industrialization, analyzing the history background of CE origin was made. Based on the comprehensive assessment to CE research fruits for domestic and abroad, a relatively scientific and reasonable definition of CE was given. Five main features of CE and its five differences compared with conventional economy were described, respectively.Investigating the CE theoretical basic and operating patterns both domestic and abroad. The circular mode of the small recycling (cleaner production), big recycling and resources reuse industries, as result from that, the benefits of economy, society and environment was evaluated systematically in the second part.The international experiences in developing regional circular economy were compared in law, economy, propagandizing, education, technology and market. Law and regulation system and implementing situation in Japan and Germany was anatomized in the third part.In the forth part the effect of developing regional CE on China economic growth was researched. The strategic target and task to developing CE in our country was provided.The mass flow account was discussed in the fifth part. With the case in Japan studying, an evaluation indexes system for regional CE was analyzed.The last, the connotation of regional CE was analyzed. Based on this, taking Chengyang district, Qingdao as a case example, regional CE characteristic was studied, planning principle and construction method were investigated, and implementing measures and advices on developing regional CE in China was pointed out.
