China's economy has obtained great achievement in the past twenty years since the reform and open-door policy. Meanwhile, the resource consumption has become more rapidly and the environment pressure has become more serious. The problem of resources environment has already become the most outstanding; bottleneck affecting the development of the economy of our country. The problem may have resulted from the big population of China, but a more important factor is because of extensive economic growth model. As far as this problem is concerned, the secretary-general of CPC of China, Hu Jintao pointed out that for regional economy development a fast change of the model of economic growth must take Circular Economy (CE) into account. Both township and municipal construction and the entire course of production must make full use of resources. Circular Economy(CE) is a type of economic growth mode whose core is to make full and recycle resources, taking reducing consumption of resources, reusing the resources and recycling the resources as its principle. Its basic characteristics are low consumption, low discharge and high-efficiency, which matches the principle of sustainable development. And its ultimate aim is a fundamental change of the traditional economic growth mode of mass production, high consumption and enormous castoff (Ma Kai: 2004). Regional Circular Economy(RCE) is a type of CE that is carried out on the basis of region. It is carried out within enterprise region or industry park for making full use of resources, improving its efficiency, promoting balanced development, which are all significantThe Third Plenary Session of the Sixteenth Party Conference has put forward the people-centered, all-round, coordinated, sustainable and scientific development as the principle for Chinese economic growth. And the Fourth and Fifth Session of the Conference obviously stated that Circular Economy (CE) is the essential measure for adjusting the economic structure and fulfilling continued economic growth of our country. The Eleventh Five-Year Plan of the State stipulated that a circulatory, resource-saving and environment-friendly economic development is one of the fundamental strategy for China. For years, a series of principles, policies, regulations and managerial measures have already been put forward while there are still numerous defects and drawbacks existing in the course of Chinese economic development, indicating that, as a historic and practical trend, RCE is sure to be the key for the development of the China's economy. In the past few years, CE has been practiced in different areas and at different levels, including the regional level. However, our understanding and recognition of it is just at a preliminary level. A fuller cognition should and must be achieved progressively. Existing experiences have indicated that for the development of CE the Central Government is enthusiastic but the root units are not, and more administrative measures than market mechanism and economic means. Thus some indispensable discussion and research are theoretically and practically necessary to explore.The paper is an analysis on and research into the interrelations of Regional Economy (RE) and Circular Economy(CE), exploring the connotation and characteristics between the two. It holds that RE is for sure practiced within certain regional and is a coupled with CE both in time and space. From the dimension of space it is a coupling with CE in that it has much to do with the industries, industrial parks and within region. It is able to develop coordinately on the condition of circulation. From the dimension of time, its progressive process is of coupling—separation—coupling. To develop RE is to search for a harmonious coupling of the two at an advanced level.The thesis puts forward a four-dimension industrial ecosystem and the approaches to its realization. In terms of the three-dimension limits of the present existing researches this thesis suggests a four-dimension pattern of enterprises, industrial zones, region and inter- regions, expanding the notion of eco-industrialization and the approaches to its fulfillment. This dissertation holds that researches should be carried out in four aspects, namely businesses, industrial parks, regions and inter-regions. Simultaneously, the methods and approaches to the desired goals are also put forward: cleaner production, eco-industrial parks(EIP), eco-industrial network(EIN) and inter-region network.In Accordance with the principles of integrity and sub-optimization, the thesis states that the key to develop RCE is to set up EIN. To pursue the optimization of the whole-performance is not to optimize every single sub-systematic performance. During the construction of the EIN, the optimization of the entire performance must be the target. Therefore, in the system of EIN not all the enterprises will be required of cleaner production, nor they must be within the industrial parks. It requires that all the sub-industrial enterprises be eco-systematic. Or it may possibly be the transformation of traditional enterprises. The EIN possibly be either within one single region or between regions.What's more, the thesis fully looks into the obstacles hindering the operation of the EIN, maintaining to develop RCE there are five contradictions, namely those within one single enterprise, those within time and space, those coming out of trading, those out of statistics and those out of cost-benefit. The paper also fully discusses six ill functions and two principal obstacles (for space limit please refer to the relevant chapters).The dissertation also does some research into the cross coordination in the RCE developing process. According to the antinomy that between the constructors and beneficiaries from ecosystem, the gap between the developed regions and underdeveloped regions, and the contradiction between different interest bodies , it puts forward suggestions of reforming eco-tax instead of eco-fee, building up ecological transfer-payment system and changing dioxide fee into dioxide tax.Finally the dissertation, on a trial basis, puts forward the concept of same-class industrial cluster and different-class industrial cluster. The former refers to those industries on the same class cluster in terms of raw materials, sewage disposal and product type. The latter, of course, are those industries whose raw materials, sewage disposal and product type are different though they belong to the same industrial cluster. On the basis of this classification, different ideas of production, management and consideration for resource and environment should be formed and practiced (for details refer to relevant chapters).
