In order to pursue partial or short-term interests for local governments and enterprises, thus cause more severe resource, environmental and ecological problems, and those are bottleneck factors to the development of circular economy for Anding district.In this context, in order to break double limit of both the ecologically fragile and economically backward, according to circular economy, sustainable development, ecological economics, industrial ecology theory and so on, by economic theory and practice runs were analyzed, we should explore the best way suitable for the development of recycling economy of Anding district. This study is not only to promote the theory of circular economy, but also for the disciplines, subjects made a significant exploration activity.
