Ecology is the prerequisite and basis of the living conditions and development of human beings.The whole world, upon experiencing the lessons of acquiring economic development at the price of ecology, is increasingly aware of the fact that not only does ecology play a pivotal role in economic operation, but also acts on the survival and development of the human itself. Therefore, striving for the balance point between ecological profits and economic profits, and accomplishing the double wins of ecological construction and economic development, becomes world strategic issue of the century,receving general concerns by the academic circles, govermentsand even the UN.China faces mounting ecological pressure, tremendous responsibilities, and arduous tasks, as regional ecological construction is an integral part of the regional development policy. Accordingly chapter I and n, summarize the advantages and disadvantages stressed and ignored in the course of regional economic development and, by incorporating the foreign cases of regional economic development with the China's status quo of regional development, point out an overall strategy for China's regional ecological construction and regional economic development, i.e. a scientific development view is regarded as the guideline of the China's regional economic development in the new era. Building a peopleoriented, compehensive, balanced, sustainable, and harmonious society is deemed to be an aggregation of ecological profits and economic development and is to further building the region of production development, affluent life, and healthy ecology. Ecological construction is considered the fundamental characteristics of building a harmonious society. The regional economic development plays a significant role in the development of the China'soverall regional development. From Chapter â…¢ through Chapter â…§, heavy emphasis is placed upon exploring and analyzing the implications between ecological construction and regional development in respects of the development strategy of regional economy, growth of regional economy, structure of regional industries, structure of regional space, ecological public products, ecological reconstruction of western regional and ecological redevelopment of old industrial base region etc. In constructing a ecological region, overall development is viewed as the premise, coordinated development the center, and sustainability the fundamentality. Physically regulating the regional industrial structure and changing the ways of regional economic growth are two keypoints. The growth of regional economy should be profoundly changed through the new industrialization road and the strategy of reinvigorating our country through science and education,. Structural adjustment of regional industries targets at industrial ecology and ecological industrialization of a region. Three main industries i.e. ecological industry, agriculture, and tourism are correspondingly reflected in the development of economic development of region. Ecological city, integration of urban and rural ecological economy, integration of ecological economy of region, economic globalization and ecological development of economic internationalization in the process of structural adjustment of regional space are of great significance. Meanwhile, the regional development of the old industrial base in northeastern China is in reliance withthe re-exploitation of regional ecology and is about to explore the approaches of how the traditional industrial region steps out of predicament by means of the ecological redevelopment, ultimately reinvigorating the region and accomplishing its regional sustainability.The dissertation does a few of explorations in the following realms: The dissertation, from the realization of the well-off and harmonious society, discusses the significance of ecological construction. The well-off and harmonious society requires the scientific development view and sustainable development, harmonious co-existence between man and nature. The historical evolution and realistic experience tell us mat the well-off and harmonious society can be sumed up in three points, more stable economic development, more settled and progressived society, better ecological circulation. The harmony between man and nature can promote the harmony between man and man; the unharmonious factors between man and nature directly reflect the relations between man and man. Therefore, econogical protection and construction have not only regional significance, but also overall significance.The dissertation accepts, from the viewpoint of sustainable development, mat the region refers to a multidimensional complex space reflected in the form of the administrative region, economic region, and natural ecological region. The conception of natural econogical region should be introduced into regional economic research. The econogical region has a background of the administrative region, center of economic development, symbol of natural ecology, is regional space embodied by the sustainable development. For instance, the Tennessee Valley and the Ruhr Industrial Zone have proved that the ecological region may realize the economic revitalization and development, and further accomplish the ecological reconstruction and economic redevelopment. China's natural ecological region, as well, e.g. mountain area, hill and flatlands, or valley and forest, has symbol of natural conditions and natural resources. Due to the individual region's context, ecological reconstruction and redevelopment has different point. Regional Ecological reconstruction in the western China's development drive gets the forest coverage increased and puts soil erosion and desertification under control, rebuild a landscape of beautiful mountains and rivers. When the requirement of the regional economic development cannot ensure a desirable suppiy of relative ecological public products, regional integration deeelopment will be restricted. It raises a basic principle of price actualization in the ecological public products: in consideration of legitimacy, individual profits, regional integration, coordination, adaptability, prohibition, and completeness, some comparative manageable suggestions are therefore pinpointed.The dissertation, by means of introducing the law system design to the assurance system of the regional ecological construction, applies the theory and approaches of regional economics to probe into the law design issues and point out the realization of double protection of the ecological and economic rights and obligations. Ecological rights and obligations combined individual and public rights and obligations, are manifested in resourcesaving, non-pollution, public knowledge of the facts of the environment, public participative decision and public lawsuit and so on. Economic rights and obligations, as a compensation for unreslized ecological rights, particularly emphasiz the equal protection of investors right of economic interests in regional ecological construction, which is manifested in civil compensation, administrative penalty and criminal penalty. Regional harmonious development can be realized by gradual unification between authority and individual rights, exercise of power and public rights.
