Entering WTO and becoming one of the members of the world trade organization,means the open of our national financial market-----in another word ,it will mean that all the financial institutions would have to accept the fact that, under the same circumstance,each of them should fight against not only the national enterprises, but also the foreign financial plants, just for the rare resource of the consumers and the talents.However,our wholly-stated banks,for many historical reasons,would have to taste such pressure.The only way,to survive in such rigorous situation ,is to accelerate the reforms and establish the modern mechanisms . To establish the modern commercial bank means establishment the operational and the management system to adapt the market economy ;above all,the key step we should do is to have the talent-utilization system,for each system can just be designed and be operated by the human being,and each of them aims to cope with the people.The main fields in which the commercial banks compete are the capital amount,the species of the financial products,the technique level and the service qualification,just in one word,we can say that they compete in seeking for the talents.The utilization of the capital and the development of the business and the qualification of the service,can just rely on the talents. And the talents has already been the topic which all of the twenty-one-century commercial banks focus on.Having a highly qualified personnel and having a sound system of utilization of the talents,can decide whether or not a commercial plant has a place in the market economy to survive. Having a sound utilization of the talents,means owning a good system of unearthing the potential capability of them to create the profits for the bank. As a result,we can say that,a sound utilization system of the talents is a basic stimulator of the profit-creating.Under this consideration,the writer attempts to find a way for the commercial bank in their reforming to establish a stimulation prompting pattern,depending on the theory and method of the economics,finance,economic psychology and management psychology. This article is composed of three parts: The first part,document summarization.In this part,the writer mainly stresses in the investigation of the history of the administration prompting patterns that our national commercial banks have used and the defects owned by the now-running pattern.This segment includes the first two chapters.The first chapter reviews over the frame of reference and the ideology of the management prompting system;on the base of the first chapter and the categorizing of the APP(administration prompting pattern),the second chapter discusses about the difference between different kinds of the APP and points out the problems and the defects of the APP that the commercial enterprises have used in each phase。The second part,the study upon the demonstration..The writer have constructed some investigation tables,that are relative to this analysis,on referring to some mature APP tables and combining the characteristics of the wholly-stated commercial banks.The author has formed four pairs of questionnaires relying on the individual discussion and the relative experts'amendments.By means of using these questionnaires to investigate about five hundred employees of the banks in Peking,Shanghai,Xiamen,Xi'an,Shanxi and Hebei and using SPSS6.0,the writer has studied the EDT(Equity Difference Threshold)between the unearthly and the earthy avenue,and given out a simple discussion over it. The last part,the conclusion and the discussion. The author probes into the circumstances and the methodology for the APP of our national commercial banks on the basis of the demonstration discussion; and how to constructed the administration prompting patterns of modern commercial banks.The writer have given out a design for the administration prompting model that is subject to the national commercial plants,his explanation of his design can be divided into two aspects:the static state prompting policy and the dynamic prompting policy.At the same time,he has also given a discussion about the prompting model that lets the employees of the banks become the shareholder of the plant.
