Study On The Trans-Institutional Networks And The Construct Of Territory Innovation System

It is the main measure of upgrading the territory ability of competition to construct the regional innovation system, the essence of the innovation system is the connection network between organizations. The nature, depth, stability of the connection in networks influences the flow and interaction of material, energy especially knowledge among organizations,therefore it has important influence on the production of new knowledge and finally on the innovation performance in a territory.There exists discrepancy in the form of trans-institutional networks among different countries, to reveal the differences, it is necessary to carry out systematic research on the form,the generation mechanism of cooperative relationship for trans-institutional networks in different countries. This paper firstly analyses the feature and the efficiency of three kinds of resource allocation method—market,hierarchy as well as networks—under the condition of simple production; secondly, based on information economics, under the condition that the factor of knowledge and innovation is introduced into production, as well as the change in both technology and market demand aggravates, the advantage of networks is discussed in utilising scattered information, demonstrating that the main way of innovation changes from large enterprise to networks is inherently certain. Secondly, the cooperation way, characteristics among organizations in our country is analyzed.We propose that both the segmentation and the intervention of government restrain the establishment of cooperation relationship between institutions,that leads to congestion of knowledge flow from one organization to another ,and the efficiency of network in innovation is unable to give off fully. Thirdly ,the cooperation way, mechanism between firms in Japan and United States of America is analysed .The governance of networks in Japan promotes the growth of specific investment, and that leads to the development of the cooperation and the establishment of cooperation relationship in longrun between buyer and supplier of components.It promotes the flow of tacit knowledge between organizations and accelerates the generation of new knowledge. Based on the above analysis,this paper changes over to the problem how to promote this kind of connection to emerge and evolve.After introducing the theory of symbiosis briefly, in the view of symbiosis,the paper analyzes how it influences the development of the cooperation between organizayions of original economic and science technology institution ,and discusses the impact of institutional reform on the cooperation between organizations.The author proposes that there exists defect in the inner mechanism of symbiosis unit,the compatible level of main quality parameter, symbiosis environment and symbiosis interface ,which causes the cooperation between research organization and enterprise in a low level ,and that is the main reason why the cooperation takes the form of point-symbiosis and interval –symbiosis. Finally, in the view of the connection and the estabilishment of cooperation relationship among organizations, the paper discusses how to construct regional innovation system .It suggests that the construction of regional innovation system should pay attention to the next six factors, such as strengthening the symbiosis ability of each organization, reforming the symbiosis interface, improving the symbiosis environment,this paper also discusses the strategy and step in the construction of territory innovation system.
