Create The Path Of Eco-industrial Park In China To Study

Since the Reform and Opening-up China has seen rapid economic development and made great achievements. However, we have to acknowledge that with the economic development the resources and environment has also paid a heavy price. The development of circular economy is an effective way to reduce environmental pollution and alleviate the resource constraints in China. The implementation of the circular economy consists of three levels: First, clean production in enterprises, second, the regional circular economy system and the third is cycle society. Eco-industrial park is a main practice form of the regional circular economy system. And representing the direction of development of the park, it is also the third generation industrial park after the economic and technological development zones and high-tech development zones. But unfortunately, in our country there are still some shortcomings at the creation path of eco-industrial park whether in practice or in theoretical research.To formulate a clear creation path of eco-industrial park, three questions should be answered: The first question is what kind of park we want, that is, "what is the target?" After comparing the different types of eco-industrial park around the world, combined with the characteristics of China's industrial park, we determined the pattern. The second issue is what the driving force of the creation of eco-industrial park is and what kind of obstacles faced. The main founders of China's eco-industrial park is the enterprises and government departments. Eco-industrial park will bring potential revenue, but at the same time the main actors will also be required to bear all extra costs. The driving force is the level of offset the potential benefits to the objectives of actors. The costs faced by various actors is the main obstacle. The third problem is how to create an eco-industrial park. When create an eco-industrial park and during its development enterprises and government departments have different demands of goal. There is agreement as well as contradictions. A desirable creation path will take advantage of the driving force and at the same time break through the obstacles. So we can strengthen the agreement while resolve the conflicts or transform the contradictions into agreement, from which a joint force eventually come into being. After analyzing problems mentioned above we reach the conclusion: a clear creation path of eco-industrial park.
