The Analysis Of Regional Rural Development Disparity And Its Reasons

The unbalanced rural development in different Tegions remains a difficulty in building a well-off society in an all-round way in China today. Evidence indicates that the development difference of rural areas is increasingly distinct, the difference of regional rural economic and social development turns out significant, and regional agricultural resources and rural ecological environments vary in different levels. The difference of regional rural development can't be eliminated in the near future for it's a multi-factor issue which results from the natural conditions, the geographical locations, social development and so forth. Therefore, it's necessary to scientifically analyze its reasons and put forward strategic proposals and solutions.After analyzing systematically the key factors which result in the difference of regional rural development by combining the qualitative and quantitative methods, this paper concludes the major reasons that led to the difference of regional agriculture and rural development as follows: (1) natural gift and ecological environment; (2) geographical position; (3) historical basis; (4) policy support; (5) system and market environment; (6) culture; (7) science and technology; and (8) agricultural input. The paper selects 31 indices as induced variables(X), analysis related being done with the average net income of rural residents as the major variable (Y). The result is that East, Middle and West China are significantly influenced by 21, 20 and 19 key factors respectively. By further analysis, the paper proves that the difference of regional agriculture and rural development is affected by 12 key factors; they were the average non-agricultural production, total agricultural machinery power, consumption of chemical fertilizer, pesticide, film, average education year, runoff of soil and water, area of flood prevention and improvement of saline-alkaline land, traffic density, average electricity consumed, average capacity of reservoir, and grain yield per hectare.This paper chooses the Xinxing county, Guangdong province in East China, Quzhou county, Hebei province in Middle China, and Ansai county, Shanxi province in West China as typical case for study. The findings are as follows: (1) There is a significant difference between three counties in population, economy, society, production and so on. On the whole, Xinxing county is better than the other two counties in agriculture and rural development level; (2) Its agriculture and rural development level is the best one of three counties due to its non-agricultural economic development, the improvement of agricultural modernization and the high input to infrastructure and education. These factors are considered the dominating ones which contribute to the difference in agriculture and rural development.According to the requirements of building a new socialist country and a well-off society in an all-round way, this paper puts forwards, based on the systematically analysis and case study, the specific measures from the perspectives of policy, market and technology to reduce the difference of regional rural development. Focused on the healthy development in all rural regions, the concrete plan is to institute a well-balanced system for rural development, increase the goverment investment to Middleand West China, accelerate the advance of urbanization, cultivate the characteristic industries, develop non-agricultural economy, promote the agricultural development by industrial achievements, lead village and township enterprises to prosperity, introduce technical innovation and realize the harmonious development of regional rural development in the end.
