South-to-North water transfer project is a basic establishment to realize the water resources optimal allocation in our country in 21st century. How to layout the project is a very significant problem. By reviewing the current researches on this field both at home and abroad, the dissertation makes a detailed and systematic study on the water resources optimal allocation of the water imported areas in the South-to-North water transfer project.Firstly, setting from the standpoint and principles of complex adaptive system co-evolution, the characteristics of water resources system are analyzed, the conception and principles of the integrated optimal allocation of water resources are put forward, the model system frame of the integrated optimal allocation for a region are established.Secondly, the multi-objective model of the water resources optimal allocation for a region is set up coupling water quality with water quantity in a region, the resolving method for the model is proposed based on Particle Swarm Optimizer (PSO).Thirdly, the water right market of the South to North Water-Transfer Project is set up. The water pollution control methods and the two-part tariff seasonal price mode are put forward.Fourthly, the east and middle route of South to North water transfer project is taken as examples. Based on the society, economy and water resources of the areas, the optimal model and the resolving method are put up. In the end, the allocation results are analyzed.
