Study On Water Price Forming Mechanism And Relevant Problems Under Water Resources Sustainable Utilization

At present, with prominent contradiction between water supply and utilization inour country, shortage of water resources has already become one of the main factorsthat restrict the sustainable development of economic society. Along with populationexplosion and speedy development of national economy, an austere challenge will begiven to water supply in 21st century, the problem concentrate on crisis of waterquantity and quality. We can foresee that worse shortage situation of water resourceswill directly impact all aspects of social economic living when Chinese populationfastigium reach at about 2030.On the other hand, as long-term unreasonable priceforming mechanism of water supply from water conservancy engineering,uncompleted price forming and low-level price;badly deviated relationship of supplyand demand between water price and water resources;basic effect of water priceleverage to water resources allocation has not been into full play etc., all of theseresulted in low efficiency of resources allocation, serious phenomenon of wastingwater resources, which increased contradiction between water supply and demand thatlead to water resources shortage and waste.At first, this article reviews the process of water price evolvement in our country,and analyzes situation and existing problems of water price, under sustainableutilization of water resources, makes researches on following relevant topics,principle, methods, impact factors of water price determination, sustainable developedwater price theory and price frame mode etc., and adopts relative theory and methodsinto water price test and calculation of South-to-north Water Transfer Project andaffording capacity of water price in water supply area, and discusses under the marketeconomic system, various economic methods should be taken, especially adjustmentof water price leverage, through forming reasonable water price that according withshortage of water resources in our country, and establishes water price formingmechanism that according with resources, engineering, environment and users'capacity,regard market as carrier and price as method, realize water resourceallocation and saving, as well as provide financing support for protecting limitedwater resources.
