Jiangsu Province not only is the water source place of South-to-North Water Transfer East Route Project, also is the important reception basin. The agricultural water occupies 62.9% of the reception basin total water consumption, but our province adjusts the water agriculture price far to be lower than the water supply cost along the route, the water used waste phenomenon is serious, the present agricultural water supply system did not adapt the water supply request of South-to-North Water Transfer East Route Project. This article from entire cost accounting angle, reckoning the water supply cost of South-to-North Water Transfer East Route Project; In the base of water price calculation, considering farmer's bearing capacity, the agriculture water supply price plan of South-to-North Water Transfer East Route Project is established; According to national and Jiangsu's related supporting agriculture policy, the agriculture water supply cost compensation plan of South-to-North Water Transfer East Route Project is studied and established. The main research content conclueds the following several aspects:1. Comprehensively analyzing the present situation and existence questions of agricultural water price in the water imported areas in the South-to-North Water Transfer, reviewing the research situation in the respect of domestic and foreign agricultural water price systematically, while the necessity of study on the Agricultural Water Price of South-to-North Water Transfer East Route Project is point out.2. To summarize the physical geography, the social economy and the water resources of the water imported areas in the South-to-North Water Transfer in Jiangsu Province. And in the foundation of correlation programmings, the agricultural water total quantity of the imported areas in Jiangsu Province is calculated.3. Analyzes the entire cost sailor constitution of the cross basin to adjust the water project, introduced the sailor calculation method at present in our country. Introduce the agricultural two-part tariff pricing method, the seasonal price fluctuation system and the progressive water price system.4. Agricultural water supply cost analysis. First, calculate the water supply skeleton line cost price of the present situation agriculture according to the project property and the operating cost of the engineering of transforming water from the Yangtze river to the north of Jiangsu province.Second, in the foundation of irrigation area water supply cost investigation, calculate the water supply cost below the skeleton line river's outlet and the peasant household's cost price of the different planned years in the various cities.5. Agricultural water supply price formulation. According to the agriculture water supply cost situation in the northern Jiangsu area, the peasant household price bearing capacity, the country supporting agriculture policy and the provincial government to northern Jiangsu support policy, put forward the agricultural water supply price plan.6. Agricultural water supply cost compensation mechanism research, analyse the basis and principle of the agriculture water supply compensation, the compensation object and the compensation capital source. Reckoning the agriculture synthesis water supply cost compensation volume of the water imported areas in the South-to-North Water Transfer in Jiangsu Province in the planned year, as well as the compensation fund realization way.7. The major achievements in this paper are summed up, while pointing out the orientation of further study.
