Research On The Appraisal Indices Framework For E-governmance On Construction Industry

Based on introducing various global & national e-government appraisal indices, this dissertation puts forward a suit of brand-new indices on construction industry administration combined with characteristics of construction industry and construction industry administration. The author integrates construction industry e-government circumstance, construction industry e-government form and construction industry e-government content into one new index system. The author appraises and classes the construction industry e-government level of 31 provinces in Chinese Mainland. It can be seen from the result that the construction industry e-government indices are of characteristics of integrity, excellent schematism and strong maneuverability. Compared with other indices, this system is more clear and industry-specific.This paper includes: (1) gives the systematic description of construction industry e-government in national and international dimension, analyses the slow development reason and the development significance of China construction industry e-government. (2) introduces the global & national e-government appraisal indices process of form, develop and mature, analyses the relativity between the construction industry e-government appraisal indices and other indices in the world. (3) studies the methods of construction indices and the methods of designing the weight of guideline. (4)expatiates the content which should be included in Chinese construction industry e-government, the significance of appraisal on construction industry e-government, and points out the focus of appraisal. (5) designs a suit of construction industry e-government appraisal indices which suits the situation of China, explains every guideline of indices. Appraises the construction industry e-government level of 31 provinces in Chinese Mainland.In a word, the new appraisal indices in construction industry e-government is an innovation, it will be a high contribution in theory and practice. It will be proved that the new indices will be a favorable promotion to development of China construction industry e-government. In addition, the thought of designing these indices will be a good reference to the designment of other industry field e-government appraisal indices.
