Through the research and evaluation of construction project,established a social evaluation index system through the fields of policy factor,social economy and natural resource etc., provided scientific foundation forconstruction project decision-making under the situation of capital shortage.Build a thrice polynomial of trend extrapolated and a forecasting model for urbanbasic facilities investment base on small wave nerve network, and carried outall-around and systemic research to the scope forecasting of investment. Therefore, studied on examples of BOT,ABS and PPP in market financing mode and investment operating mode. Andestablished a forecasting model of loan raising scope in urban constructionthrough the analysis of effected factors of construction requirement volume andsupply volume, advocated measurable loan raising and well-developedrefunding system.Take forecasting model of investment scope into the urban basic facilitiesconstruction of Shenyang, on the base of collection, analysis and data research,ensure that investment scope of urban construction of Shanyang in the future,provided scientific foundation for long-range plan and decision-making of thegovernment.
