Since the end of the Cold War, the fast development of economic globalization, especially the financial globalization has caused not only cooperation and conflict in international financial field to be regarded as an important phenomenon in the international economic relationship;but also the financial issue to become an important one in the international political cooperation and conflict. Financial, military, secure, economic as well as cultural issues all become hot problem in the international politics. As one important reflection of the international relationship in financial area, the financial cooperation has attracted general attention of international society, which includes economic and political areas and so on.International financial cooperation (IFC) is a complicated international political economic issue , which belongs to the study category of both economics and politics. Neither economic theory nor political theory could understand the development of IFC to mean to the international economics and politics sufficiently. Thus, this dissertation moves along the historical development track of IFC (after the second world war mainly);researches it from the angle of power and interest primarily;explores various problems in IFC. In addition, this dissertation also uses the study methods which include the one in international political economy and the combination of norm and evidence to investigate the complicated power and interest in IFC and to analyze the interest, benefit, harm and loss. In the end, this dissertation gives some good suggestion about China's participation in the IFC, in order to safeguard China's national interest and to prompt the IFC.This dissertation divides into the following parts.Introduction. This part illustrates the significance and necessity of researching IFC from the power and interest angles of view;the current research actuality, and the thought track, structure and frame as well as some innovative points and difficulties. This part presents the general description of the whole dissertation, and directs the development of the following parts.The first part is the analysis of power and interest in IFC. In this part, at first, this dissertation gives the definition of IFC and explores the history and features of IFC. Then the definition of power and interest are given. Based on this, this dissertation pays muchattention to present the power and interest in IFC. This part mainly describes the following problems. Firstly, redefine power and interest. Power should be understood from various angles and has many forms (hard power and soft power;connection power and structural power;compulsory power, institutional power, structural power and productive power). Interest should mot only include national interest in the international politics, but also relative gains, absolute gains and international interest. Second, power and interest are not the only factors that influence IFC (international institution and ideas are factors too), but they are the most important. Third, power and interest influence the success and failure of IFC. Besides, how power and interest present after the success of IFC. Forth, the influence that power and interest have in IFC is mot isolated, but interweaves with each other. Fifth, the different manifestation that power and interest have in the different stage of IFC shows the dynamics of variable.The second part is an evidential analysis about power and interest in IFC, taking IMF as an example. This part is an evidential analysis to the theories of the first part. Through the analysis of power and interest which influenced in the founding of IMF, and of issues such as the decision making system, exchange rate arrangement, Special Drawing Right, and aid, this part expresses adequately the everywhere tremendous influence that power and interest have in IFC.The third part is the IFC under financial globalization and power and interest within it. Based on the analysis of IFC under financial globalization, this part illustrates the reasonableness and unreasonableness of power and interest in IFC. At last, this part puts forward some principles that we should abide by in order to impel the development of IFC well. The principles contain democratization of international relationship;adequate expectation to the interest of developing countries;combination of power and morality;combination of interest and morality;combination of national and international interest.The fourth part is China's appeal to power and interest in IFC. Firstly, this part discusses the brief history of China's participation in IFC. Then this part raises the appeal of power and interest when China takes part in the IFC. On the one hand, to elevate the international status, to build a good international image and to strive for the power which can polish and amend the international financial rules are included in the appeal of power. On the other hand, to import foreign capital and serve the socialist modernization of our country;to absorb experiences and lessons and serve China's financial reform;to seekthe common development and strive for other countries' admission of the marketing economics status of our country are included in the appeal of interest. Based on the illustration above, this dissertation analyzes the internal and external elements that influence the appeal of power and interest when China participates in IFC. In the end, this dissertation puts forward some feasible methods about how China realizes the appeal of power and interest in participation in IFC. The methods include the following points: to make clear the strategic design when China participates in IFC;to incorporate the financial diplomacy to the general diplomacy;to value the soft power;to get familiar with, master and use rules;to take part in the East-Asia regional financial cooperation actively;and to deal well with the internal financial affairs.
