Since the 1980s, foreign direct investment (FDI) grows rapidly throughout the world. Along with the new change in the international economy structure, the international direct investment has become the most important and dynamic factor which has been promoting the development of the world economy. At the same time, the international division of labor guided by international trade is gradually giving way to the form guided by international direct investment. Multinational corporations gradually become the dominant force in the international division of labor. And the development of division of labor and specialization is the main feature of the modern economic history. People are gradually giving attention to the theory of division of labor and specialization in the Classical Economics. Especially the New Classical Economics, which is created on the basis of division of labor and specialization by Yangxiaokai and others, provides a new perspective to study foreign direct investment and economic development in the host country. For over 20 years, the introduction of foreign direct investment in China has attracted worldwide attention, which has played an irreplaceable role for the development of the national economy. Along with the scale of foreign investment expanding, the significance of FDI is growing in China's national economy development. At the same time, some contradictions and problems in the process of absorbing foreign funds have become more acute and complicated. Especially the domestic local government acts of absorbing foreign funds by preferential policies and the impact to state-owned enterprises attracted fireworks. China's market economy system has been initially established. With the new trends of international direct investment development, China's domestic environment for the introduction of foreign capital has changed greatly. Now China is facing the pressure of competition after China's entry into the WTO. Under the circumstances, the contribution of FDI to China's economy is becoming one of the hot issues in the field of economic research.
