Research on European economic cooperation is a traditional and novel field. Although having been studied for nearly 50 years, regional cooperation still draws more and more attention on European economic cooperation as it develops continually. Analyses of European economic cooperation are mostly based on the regional Economic Integration Theory. Essencially, the regional Economic Integration indicates the degree of regional economic order, which is substantially supported by institutional innovation and change. At present politicians and sociologists prefer to resort to the view of regional governance when they study the regional institution. However, the main body of European Integration is economic integration; it is of more pertinence and practical significance to investigate the institutional framework from the economic point of view.With European governance and its institutional changes as the main line of the research, the dissertation focuses on what the institutional framework of European governance is, and how has the framework develops, The author has synthesized and absorbed the existing European governance theories in attempts to study European governance with a new angle of view on Economics (esp. institutional economics). Both Static and dynamic methods have been used to analyzes the European governance. In this dissertation, static analysis shows that European governance is a kind of institutional form which has special frame and characteristics and dynamic analysis demonstrates the constant change of European governance and its optimization as well. The purpose of the dissertation is to enrich the regional governance theory, to make another explain of European integration, to evaluate whether European governance can be a regarded as a research paradigm on regional institution building.The dissertation is divided into six chapters.
