Since its reform and opening-up, China has been more and more involved into international economic activities, and especially after its joining of WTO, China has become a joint in the chain of global economy. Under this condition, it is essential for the author to understand one of the hottest topics in today's international economic and trade area, namely, economic globalization, what's more important, to analyze the nature of economic globalization: a process of crossing national border for capital to increase its value. This serves as a background for the research on the Chinese government's responsibility under economic globalization.Economic globalization is a complicated procedure, which has experienced three stages of development in history and can also be divided into three levels if studied chronologically: economic globalization, political globalization, and cultural globalization. Within the three as a whole, economic globalization acts as the base, while the other two both are the aims of economic globalization and meanwhile guarantee the proper realization of the first one. At the first stage of economic globalization, commerce capital acts as the main role, production capital is the main role of economic globalization at its second stage and money capital at the third stage.
