As economic globalization keeps on irreversibly developing, Chinese economy has blended itself into the tide of world economy as a vital part. For the Chinese government which has just started to take market economy development as one of the social reform goals, economic globalization is inevitably a challenge: can the government lead its people and advance in world economic competition? Where are we heading in globalization? Should we let it be or do something about it? How do we revalue government economics function? How does the government interfere, intervene and safeguard economy to ensure its stable and healthy development? How does the Chinese government exert its functions?This thesis begins with the impact of globalization on governmental economic function. Via analysis of the core concept of governmental and economic function, the thesis further demonstrates the theoretical and practical significance of studying the governmental functions. The thesis looks back on the history of western government economic function progress, analyzes present state of our governmental function, examines the challenges and opportunities globalization has brought upon, and presents the goal of converting government economic functions. The thesis includes five parts of analysis.Part One focuses on elaborating the scientific implication of government function and governmental economic function with a further analysis of the latter's theoretical and practical significance.Part Two recaptures the four different historical phases, including Mercantilism during Capitalism formation period, liberal capitalism of "Night Watchman", government intervention (Keynesian Policy), and since 1970s the government and market - the combination phase of the government "mixed economy", the evolution of western government economic function. Based on the evolution of economic theory, market policy is as important as government intervention; the only difference lies in the role of government, the way and the range of its intervention.Part Three analyses the Chinese economic developmental stage: transition period from traditional agricultural phase to modern industrialization era, from enclosed economic system to open market policy. Part three also points out existing problems in Chinese government economic function since the foundation of PRC: "excessiveness, deficiency, and dislocation".
