Three Dimensional Rural Issues And Government Behaviors-Evidence From Dongying

Three dimensional rural issues are namely these problems of farmers, the countryside and agriculture. They are formed not only by conventional values, but also by historical, current factors. In the latest developing phase, these problems have aroused government's and the whole society's care. And these questions' solving has great realistic meaning and far deep historic meaning. China's development depends on the extent of these questions' being solution. The role of government is crucial to solve three dimensional rural issues. This paper discusses how the government behaves to solve three dimensional rural issues. The thesis consists of four parts:In the first part the theories being applied into this study are reviewed and commented. The research goal, the research methodology and the research theory and the practical significance were elaborated. Three dimensional rural issues, government behaviors, overall plan for urban and rural development, original sin of urban development and "Dongying pattern" were defined.The second part mainly studies government behaviors of three dimensional rural issues. Firstly, this paper discusses status and reasons of three dimensional rural issues. Featuring poverty, underdeveloped social infrastructure and unsecured rights and benefits are still rampant, which result in social inequality and efficiency erosion. The dual economic structure of the urban and rural areas is the basic reasons of these problems. Secondly, government's role and effort in solving three dimensional rural issues are analyzed. The government has unshirkable responsibilities in the three dimensional rural issues. Contributing factors include wrong positioning of the government, irrational resources allocation, and coexistence of over regulation and inefficient management, high administration cost, etc. To solve three dimensional rural issues, government should enter into the seedtime of "feed - back agriculture", implement the policy of "more giving, less taking, setting alive", start up public fiscal policy and persist in strengthening, sustaining, protecting agriculture, planning urban and rural social and economic development of urban and rural areas as a whole. This paper puts forward three phases to design development way of solving three dimensional rural issues, and points out the most important role of government behaviors is to constitute policies which is helpful for farmer, the countryside and agriculture, establish and perfect system to solve those problems caused by lacking of system.The third part mainly is the real demonstration research. This article uses the first material which was obtained on the spot and analyzes the pattern of solving Dongying's three dimensional rural issues, namely "Dongying pattern". This part firstly introduces leading contents of "Dongyingpattern"-"three exemptions, five connections,five securities, five salvations", and other measuresincluding cultivating peasants, building science and technology system, supporting bibcock corporation, innovating countryside's market,constructing rural grassroots democracy, advancing basic establishment, setting up well - to - do civilization village, etc. Finally this paper estimates effects of "Dongying pattern", which uses Granger causal test to validate if increasing fiscal investment inagriculture can effectively advance peasant's income and consumption. The result shows income and consumption can not be improved by just depending on increasing fiscal investment on agriculture. So we think "Dongying pattern" is established in solving these poverties of fund, person with ability, communicateon and technology, culture and basic establishment in rural, and is established in promoting equities of education, medical treatment, employment, registered residence and social security between urban and rural areas. In fact, the goal is to compensate original sin of urban development and realize common development between urban and rural areas. Furthermore, this paper introduce other patterns on solving three dimensional rural issues, which are these patterns of nonagricultural, farmer-laborers equality treatment, rural democracy building and ensuring employment for losing territories' peasants. At the same time, we compare the four patterns with "Dongying pattern".Finally, the author presents the conclusion of this thesis. Policy recommendation solving three dimensional rural issues was put forward ulteriorly: Government being main body of breaking through "two-unit" predicament;Building rural well - to - do society being the goal;Advancing farmers' average resource being primary means;Increasing farmers' welfare being primary contentand improving farmers' living qualities;Cities being main body of planning as a whole on urban and rural development.
