Research On Government Procurement In Dongying District, Dongying City

With the continuous improvement and development of China's market-oriented economy these years,government procurement system is playing an increasingly important role in financial expenditure in China.Being an important part of fiscal expenditure,government procurement plays an important role in market-oriented economy and is increasingly concerned by the government enterprises and society.Government Procurement system is relatively new in China,compared with western countries in its development.Therefore,its corresponding mechanism is not complete,with lots of shortcomings and problems in many aspects.With increasingly growing scale in government procurement and efficiency of fiscal funds,China still faces lots of problems in the implementation of government procurement system.These problem violates both the original intention of the system design and government credibility.The was implemented in 2003,marks the beginning of China's legalization of government procurement.The amendment of the Law of Government Procurement of the People's Republic of China,together with the Regulations for the Implementation of the Law of Government Procurement of the People's Republic of China,strengthened management from both the very beginning and the outcomes,and improved its level and supervision.At present,both the scope and amount of government procurement are gradually increasing and its competitive mechanism is increasingly improved.As the result,public expenditure has been optimized.Through years of development,government procurement system has achieved favorable results.However,there are still certain problems in such aspects as organization structuring,legal supervision,procurement efficiency and quality of officials.To solve these problems,we must not only continue to strengthen the improvement of corresponding laws and regulations from a macro perspective,but also clarify the functions of administrative institutions from the micro level and strengthen internal management.Taking government procurement of Dongying District,Dongying City as the study object,this article introduces the key conception and relevant theories of government procurement,including economic-man theory,rent-seeking theory and principal-agent theory.Taking into consideration of government procurement of Dongying District,this article analyzes fundamental organizing institution of government procurement of Dongying District in terms of institutional structuring and internal system building.By using relevant laws and regulations,this article makes clear the procedure of government procurement of Dongying District including project approval,budgeting,bidding meeting,bidding announcement,contract recording and archives arrangement.,provides analysis and summary of achievements made by Dongying District Government in government procurement.This article analyzes existing problems of procurement center,purchaser,evaluation experts,suppliers and supervision department,who participate in government procurement.By doing so,the article points out kinds of problems such as incomplete government procurement system,scarce capacity of purchasing staff,unclear main responsibility of purchaser,undemanding evaluation experts management and unsound procurement supervision mechanism.Thus,it puts forward improvement for Dongying District Government in government procurement by adopting theories of government procurement and advanced experience of foreign government procurement.The methods includes but not limited to improvement in government procurement system,purchasing staff,evaluation experts management,procurement supervision mechanism,credit system an information technology.This article hopes to provide practical reference for Dongying District Government to build regular government procurement order and a fair and just market environment with the methods mentioned above.
