An Investigation And Research On Dongying Municipal Government Serving For Large State-owned Resource Enterprise

Shengli oil field is the only state-owned and resource-oriented enterprise in Dongying city where featured in “builds and flourishes with oil”.Exploration and development of Shengli oil field offer a strong driving force to improve the development of the city,pushing per capita GDP of this boom city ranking NO.1 in Shandong Province in 2016.However,with reform of economic system,international oil price fluctuation,resource exhaustion etc,this resource-oriented city has emerged a series of problems such as single industry structure,high degree of economic dependence on Shengli oil field,serious environmental pollution,sharp contradiction between oil field and land.All of these issues have seriously limited further development of Dongying city.How to enhance the state-owned and resource-oriented enterprise(Shengli oil field),optimize the environment for enterprise development and implement the sustainable development between Shengli oil field and Dongying city have served as the major issues which are in dire need to resolve.This dissertation applied literature review,case study and comparative analysis,using New Public Service Theory and Service-Oriented Government Theory to study the characters of resource-oriented enterprise and resource-oriented city.This dissertation summarized the relation evolution between Shengli oil field and Dongying city,presented the history and current status of these two sides and found out existing issues,analyzing the cause of such issues.Through research,we found that during the period Dongying city serviced Shengli oil field,the two parties have a series of issues such as land tenure disputes,corporate social functions transfer limitation,disorder in oil field and so on;lacking of effective communication systems and different stakeholders between Dongying government and Shengli oil field have resulted in contradictory problems including benefit game,historical problems due to policy change,lacking of awareness of urban residents protecting oil interests,oil field compensation standard disunity.On that basis,this dissertation referenced the experience between state-owned and resource-oriented enterprise in Daqing city and Shanghai city,focusing on above issues and integrating actual status of both two parties to provide related solutions.They suggested establishing coordinated growth concept of oil field,promoting government to publish policies to ensure the separation of social functions in Shengli Oilfield,strengthening the propaganda and education to masses and public officers,cracking down on oil-related crime as well as maintaining the order in oil field.
