WTO has gave full play to push ahead multilateral trade freedom, but from 1990's, 20th century, since the members of WTO are more and more, the difference between them expanded, especially the contradiction has been deepened between developing countries and developed countries. It is very hard for them to agree with each other, that needs higher cost. The negotiation of multilateral trade freedom which was pushed ahead by WTO has bogged down. At the same time, the unification of regional economies develops quickly worldwide. When European Union expanded itself, the field of cooperation is broadened unceasingly. The free trade region of North America not only accepted Mexico, but also was intent to extend toward South America. Based on the statistics of WTO, from 1995 to 1999, in the whole world, there were 70 free trade agreement went into effect, from 2000 to 2004, there were 120 free trade agreements became effective, and in 2005, there are 300 regional trade agreements take effect.As the unification of regional economies developing, the function of free trade agreement also has been developed. On one hand, the free trade agreement not only cover trade freedom, but also service trade freedom, investigation facility, the protection of property right of knowledge and so on; on the other hand, free trade agreement combined more with international politics, regional safety, exerted stronger integrative function.Though East-Asian region created"miracle"one by one on economic development, the evolvement of the unification of East-Asian regional economy is always slow. In 1997, among the countries and regions which ranked the first 30 in GDP, there are only Japan, South Korea, China, Taiwan, and Hong Kong in East Asia don't join any bilateral FTA. In 1997, the Asian financial crisis inflicted heavy losses on East-Asian countries. After that, the consciousness of strengthening regional cooperation had been roused. From 2000, in East Asian region giving priority to free trade agreement, the unification of economies develops more quickly. All kinds of bilateral and multilateral negotiation of free trade interwoven together, and Japan, China and East Asia Union are at the center of the net of free trade negotiation.After WWII, Japan made use of multilateral trade system completely in order to boost Japanese economy to increase quickly.
