The unification of Yangtze River Delta began from the 80's last century, but until now the 16 cities of this regional area haven't integrated well. Regional barriers are still the bottleneck of the integration, the basic old-age insurance system is one of those. In the Yangtze River Delta, each city has its own system of the basic pension, which is based on the county level of social pooling. People who moves from one city to another faces the fact that he or she must transfer his or her social insurance relation at the same time, and this may bring some conflict of interest between two cities. That's why so many cities try to set barriers for nonlocal resident who wants to join in the old-age insurance fund of the local government. The present system of the basic old-age insurance restricts the labor mobility and the unification of the Yangtze River Delta and it must be changed.This thesis takes the transference mechanism of the basic old-age insurance relation in Yangtze River Delta as the subject. It analyses the adaptability of the present basic old-age insurance system in the unification of the 16 cities. Then the thesis establishes the corresponding mathematical model to analyse the interest of two cities in the transference of the social insurance relations, using the tools of game theory and acturial mathematics. Based on these analyses, the thesis develops a coordination system and proposes some principles and suggestions for the government to process the analogous problems. |
