In the process of modern socialization production, Industrial associate degree and mutual dependency between technology enhances day by day.Today breakthrough of a single technology cannot be hold any longer.It could not form the productivity and competition power until the technology be conformed and management model be established.The deepened reform and innovation is the impetus of national high-tech zone, as well as it's important mission. In the development of national high-tech zone,various factors (government, university and development facility, enterprise, facilitating agency and so on) is connected closely, any change of them will cause other aspects correspondingly change, and will influence the development of national high-tech zone directly or indirectly .In order to eliminate these influences, control enterprise's action effectively, integrated management of national high-tech zone is needed.Now these factors is regard as isolated in the management of national high-tech zone and need to be bring into the integrated management.
